6月17日，全省现代农业产业集群建设暨“土特产富”全链发展现场会在绍兴嵊州召开，省委副书记王成主持并讲话。他强调，要深入学习贯彻习近平总书记关于“三农”工作重要论述和考察浙江重要讲话精神，坚持以“千万工程”牵引城乡融合发展缩小“三大差距”， 把发展现代农业产业作为“强城”“兴村”“融合”的重要抓手，在推进“土特产富”全链发展中促进富民增收，加快打造具有浙江特色的现代农业产业集群，率先把农业建成现代化大产业。市委书记施惠芳参加会议并作交流发言，市领导王琴英、罗延发参加。
On June 17, Zhejiang held an on-site meeting in Shengzhou, Shaoxing, on the development of modern agricultural industrial clusters and the full-chain development of “local specialty products for shared prosperity.” Wang Cheng, Deputy Secretary of the Zhejiang Provincial Party Committee, presided over the meeting and delivered remarks. He emphasized the need to thoroughly study and implement General Secretary Xi Jinping’s important statements on work related to agriculture, rural areas and farmers, as well as the guiding principles from his important speech during his inspection of Zhejiang. With the “Ten Million Project” as the driving force for integrated urban-rural development and efforts to narrow the “three major gaps,” Zhejiang should make the development of modern agricultural industries an important lever for strengthening cities, revitalizing villages, and promoting integrated development. By advancing the full-chain development of “local specialty products for shared prosperity,” Zhejiang should increase farmers’ incomes and build modern agricultural industrial clusters with distinctive Zhejiang characteristics, taking the lead in turning agriculture into a modern large-scale industry. Shi Huifang, Secretary of the Shaoxing Municipal Party Committee, attended the meeting and delivered remarks, while municipal leaders Wang Qinying and Luo Yanfa also attended.
会前，王成带队考察了小吃共富产业园和稻梦谷。他强调，要围绕“创新浙江”建设实施新一轮农业“双强”行动，加强育种等关键核心技术攻关，抓好农产品精深加工和综合利用加工，促进农产品多元化开发、多层次利用、多环节增值。要在现代农业产业发展中发挥文化赋能作用，深入挖掘本地历史、民俗、文脉等资源，让特色文化成为农业产业发展的核心竞争力。
Before the meeting, Wang Cheng led a delegation to inspect the Xiaochi Common Prosperity Industrial Park and Daomeng Valley. He emphasized the need to launch a new round of the agricultural “Dual Strength” initiative as part of the development of “Innovative Zhejiang,” strengthen research into key core technologies such as breeding, advance the intensive processing and comprehensive utilization of agricultural products, and promote diversified development, multi-level utilization, and value creation at multiple stages. Culture should also play an empowering role in the development of modern agricultural industries. Local historical, folk, and cultural resources should be explored in depth so that distinctive local culture becomes a core competitive advantage for agricultural industry development.
王成在现场会上指出，推进现代农业产业集群建设，要坚持全域统筹、整体布局，因地制宜、分类施策，政府引导、市场主导，联农带农、富民增收。要加强现代农业产业集群的统筹布局，加快明确统计标准、绘制产业图谱，健全质量、品牌等相关规范，健全完善“省级统筹—市级推动—重点县主抓—龙头企业引领—平台基地支撑”联动发展机制。要推动农业产业全链条升级，深入挖掘生产、生活、生态等多种功能，纵向上延伸产业链条、横向上拓展产业形态，推动农业产业创新与科技创新深度融合、与消费转型升级相互促进。要制订“一群一策”“一链一方案”，加强对农业龙头企业、农业产业平台和重点区域的政策支持，推动各项政策衔接贯通、精准滴灌。要持续放大富民效应，创造更多就业创业机会、分享更多产业增值收益、探索更多联农带农机制，把产业链、价值链、利益链贯通起来。要切实加强组织领导，深化农业领域改革，完善农业产业项目审批、政策扶持、配套服务等全周期保障体系。
At the on-site meeting, Wang Cheng noted that advancing the development of modern agricultural industrial clusters requires coordinated planning across the entire region and integrated overall planning, tailored approaches based on local conditions and differentiated policies, government guidance with the market playing the leading role, and mechanisms that connect farmers with industries while increasing their incomes. Zhejiang should strengthen coordinated planning for modern agricultural industrial clusters, accelerate the establishment of statistical standards and the mapping of industrial chains, improve relevant standards for quality and branding, and establish and refine a coordinated development mechanism featuring “provincial coordination—municipal promotion—key counties taking primary responsibility—leading companies providing guidance—platforms and bases providing support.” Zhejiang should promote the upgrading of the entire agricultural industry chain, further explore agriculture’s diverse functions in production, daily life, and ecology, extend industrial chains vertically and expand forms of agricultural industries horizontally, and promote the deep integration of agricultural industrial innovation with technological innovation while mutually reinforcing the transformation and upgrading of consumption. “One cluster, one policy” and “one chain, one plan” should be formulated, with stronger policy support for leading agricultural companies, agricultural industry platforms, and key regions, ensuring that various policies are effectively coordinated and precisely targeted. The benefits of agricultural development for local residents should be continuously expanded by creating more employment and entrepreneurship opportunities, enabling people to share more of the added value generated by industries, and exploring more mechanisms to connect farmers with agricultural industries, thereby linking the industrial chain, value chain, and benefit-sharing chain. Organizational leadership should be strengthened, reforms in the agricultural sector deepened, and a full-cycle support system covering project approval, policy support, supporting services, and other aspects of agricultural industry development should be improved.

At the meeting, Zhejiang released the “Local Specialty Products for Shared Prosperity: Ten Clusters and One Hundred Chains” cultivation list, as well as “Zheli Fengwu,” a provincial-level regional public brand for agricultural products.
