Have you ever wondered about this—
Drone deliveries, air taxis, emergency supply delivery… These low-altitude applications sound exciting and have been talked about for years, so why haven’t they really become part of everyday life?
The answer often isn’t that the aircraft aren’t good enough. It’s what comes after takeoff: Who monitors the weather? Who manages the flight routes? Who makes sure the aircraft stay safely in the air?
This week, Beijing hosted the China International Supply Chain Expo, or CISCE for short. The full name may sound rather formal, but the reporter’s biggest takeaway after walking around the expo was that it actually addressed a question relevant to all of us: What does it take to turn seemingly distant industrial blueprints into reality?

According to Xinhua News Agency, Ding Xuexiang, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council, attended the opening ceremony on June 22 and delivered a keynote speech. This year’s expo brought together more than 1,300 exhibitors, including their partners across the upstream and downstream links of the supply and industrial chains. For an event of such significance, the reporter naturally had to take a closer look.
In the highly technology-intensive advanced manufacturing exhibition area, the reporter noticed something particularly interesting—
Industry “chain leaders” such as Airbus, Siemens, and CRRC stood side by side in an impressive lineup. Right next to them, however, was an exhibition area dedicated to “Zhejiang’s Low-Altitude Economy,” rather than a standalone booth belonging to any individual company.
Thirteen companies were presented together, covering everything from drones and radar to hydrogen-powered batteries and airspace management platforms.
Taken individually, none of these 13 companies is large enough to carry the entire sector on its own. But connected together, they provide a compelling answer to the question above: How can the low-altitude economy move from simply being able to “build” aircraft to actually making them “fly”?

Across the entire advanced manufacturing exhibition area, Zhejiang was the only participant showcasing itself as a “regional industrial chain.”
Behind this lies a very practical answer to why the concept of the “chain” has become increasingly prominent.
Exhibiting as a Chain
Why did Zhejiang choose this approach?
Looking at them individually, none of the 13 companies is a major chain leader capable of commanding the entire exhibition hall simply by making an appearance.
Yet when the 13 companies are brought together, something remarkable happens: the exhibition area provides, in one place, virtually all the hardware and software needed to operate a large-scale low-altitude economy.
The exhibitors included drone manufacturers, radar providers, hydrogen-powered battery companies, and operators of flight management platforms.
This addresses one of the most common pain points currently facing the low-altitude economy—
Many regions have focused primarily on manufacturing aircraft, while critical supporting capabilities such as weather monitoring, airspace management, and long-duration energy supply remain underdeveloped. The result is that there are aircraft that are difficult to fly and aircraft that, once airborne, are difficult to manage.
Zhejiang’s exhibition area demonstrates this in practice: for the low-altitude economy to become part of routine operations, five elements are indispensable—manufacturing, sensing, energy, regulation, and application scenarios.
In a sense, this is a strategy of “linking smaller vessels together with chains.”
In the low-altitude economy, Zhejiang has yet to develop a dominant chain leader on the scale of DJI or EHang. Even with projects such as AVIC Special Flight and the DJI Yangtze River Delta Supporting Industrial Park brought in to strengthen the sector, Zhejiang’s local industrial base is still largely made up of specialized, innovative SMEs.
Rather than waiting for a super-sized chain leader to appear out of nowhere, it makes more sense to connect the existing “small boats,” while attracting external chain leaders to join the network. Once connected, even a fleet of smaller vessels can sail far.
Within the exhibition area, this approach to “connecting” is particularly visible.
For example, the phased-array radar developed by Zhejiang Huasheng Radar Co., Ltd. addresses the weather-related questions of “whether and how to fly,” while the platform developed by Huahangxin Aviation Technology (Zhejiang) Co., Ltd. addresses the regulatory question of “whether flying is permitted.” One manages the sky, while the other manages the ground—two closely connected links in low-altitude operations.

What these companies are showcasing is not simply “who I am,” but rather “which link in the chain I represent.”
All-Round Development”
So why is Zhejiang able to participate in the expo in this way? There is a clear industrial logic behind it.
Unlike many regions that focus primarily on attracting aircraft manufacturers, Zhejiang has chosen to build a complete “hardware + software + services” ecosystem in parallel, bringing in supporting companies specializing in integrated low-altitude management platforms, meteorological sensing equipment, hydrogen-powered systems, emergency response integration, and other areas to strengthen weak links in the industrial chain.
The person in charge of the exhibition area summed up this approach in three Chinese characters: “全面生,” meaning “all-round development.” The goal is not to cultivate a single champion, but to build platforms, industries, services, and application scenarios, advancing the entire ecosystem as a whole.
Viewed from a national perspective, many provinces, municipalities, and districts have introduced plans for the low-altitude economy. Some have fallen into homogeneous competition, focusing heavily on aircraft manufacturing while paying insufficient attention and investment to higher-value-added areas such as operations, management, and application scenarios. As a result, their industrial chains remain short and commercialization is difficult.
Zhejiang’s “all-round development” model, by contrast, covers the entire lifecycle of the low-altitude economy and can serve as a complete industrial model that can be replicated elsewhere. This is also what gives Zhejiang the confidence to participate in the expo as a group.
华航信航空科技(浙江)有限公司的平台已经从绍兴复制到西安和长沙,说明它是一套经过实战检验的低空运行管理模式,可以被其他城市直接拿来用;
The platform developed by Huahangxin Aviation Technology (Zhejiang) Co., Ltd. has already been replicated from Shaoxing to Xi’an and Changsha, demonstrating that it is a low-altitude operations management model that has been tested in practice and can be directly adopted by other cities;

The tethered firefighting system developed by Shaoxing Yuanqing Low-Altitude Innovation Co., Ltd. attracted the attention of relevant authorities in Chongqing at the Western China International Economic and Trade Fair. With its many high-rise residential buildings and narrow streets, Chongqing has numerous locations inaccessible to fire engines, making Yuanqing’s integrated “vehicle-and-aircraft” approach a natural fit.
At the entrance to the exhibition area, the reporter met a buyer from Tajikistan. “All the products here are of a high standard, and they are strongly interconnected,” he said. “I’ve taken their contact information and will continue discussions after I return.” He was not there for any particular company, but because “the entire chain is here.”
Chain Thinking”
In recent years, the concept of the “chain” has become increasingly prominent.
The “chain leader” system has been rolled out nationwide, the China International Supply Chain Expo has been held for four editions, and local investment promotion has shifted from simply “competing for projects” to “strengthening the industrial chain.” This trend did not emerge out of nowhere.
First, as Ding Xuexiang, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council, pointed out in his keynote speech at the opening ceremony of the expo, “the current international situation is complex and volatile, and the risk of fragmentation in industrial and supply chains is increasing.”
In earlier years, globalization was driven by cost optimization. Companies could focus on a single link in the value chain and source components globally while still making a profit. But geopolitical conflicts, trade protectionism, and the shocks of the pandemic successively disrupted this logic. “Decoupling and supply-chain disruption” are no longer merely theoretical threats.
A single link in a supply chain has limited resilience—once upstream supplies are disrupted, the entire operation can come to a halt. By contrast, a fully integrated local industrial chain, with upstream and downstream suppliers located close to one another, can significantly absorb external shocks.
The same logic is easy to understand in the low-altitude economy: if a company only manufactures complete drones while purchasing radar from elsewhere, importing hydrogen energy from overseas, and outsourcing airspace management, a problem at any one link could prevent the aircraft from flying. If Zhejiang can fill all the gaps across the chain, it can create a self-contained internal ecosystem, naturally making the industry more resilient.
Second, the logic of industrial competition within China is also changing.
In the past, local governments often pursued investment attraction through “single-point sprints,” rushing into whatever sector happened to be popular. The result was often homogeneous competition and price wars.
The low-altitude economy is no exception. Many regions have focused solely on attracting drone factories while neglecting supporting capabilities such as weather monitoring, airspace management, and application scenarios. The result is that they have aircraft that are difficult to fly and production capacity that sits idle.
Since the implementation of the “chain leader” system, the thinking of local governments has begun to shift, and so has the dimension on which they compete—
In the past, competition was about individual product specifications and prices. Now it is increasingly about complete, implementable solutions. Individual products may generate limited margins, but a complete industrial chain can provide an entire operational model with much higher added value, giving companies and local governments far stronger leverage when attracting investment and pursuing partnerships.
Moreover, the characteristics of these industries themselves are driving greater collaboration across the chain.
At this year’s expo, Zhejiang occupied nearly 2,000 square meters of exhibition space, with three major dedicated areas focusing on artificial intelligence, the low-altitude economy, and new energy vehicles. None of these sectors—AI, low-altitude applications, or new energy—is a standalone industry. They sit at the intersection of aviation, digital technology, energy, and emergency response, making it impossible for any single company to independently cover all the necessary technologies and application scenarios.

In the reporter’s view, the central government’s emphasis on “developing industrial chains around the cultivation of new quality productive forces” essentially means this: new quality productive forces are inherently built through interconnected chains, not through individual efforts in isolation.
One Signal
Having attended many exhibitions over the years, the reporter sensed a particularly significant signal at this year’s expo: the way buyers approach procurement is changing.
At traditional exhibitions, companies displayed their products and buyers placed orders. But this time, the reporter observed that some overseas buyers were even representatives of government agencies. Their questions were no longer “How much does this piece of equipment cost?” but rather “Can you help us build an entire system?”
What they want is not a single drone, but a complete low-altitude operations solution that can actually be put into practice. Zhejiang’s group participation in the expo happened to meet this demand.
Moreover, based on feedback from Zhejiang’s various exhibition areas, the group approach produced an unexpected additional benefit: Unitree’s robotics booth was surrounded by visitors, and the resulting foot traffic also brought attention to neighboring companies such as EAI Future and Gravity Industries.
Yu Zhiyong, CEO of EAI Future, put it plainly: “By exhibiting together with Zhejiang’s ‘AI circle of friends,’ we naturally benefited from the traffic. People came to see Unitree and, along the way, discovered us as well.”
Shared traffic and shared costs are advantages that companies simply cannot enjoy when operating entirely on their own.

At a deeper level, global cooperation itself is also shifting from “product trade” toward “joint development of integrated systems.” Selling a piece of equipment is a one-off transaction; providing a replicable industrial-chain model is what can create long-term, sustainable cooperation.
After walking through the exhibition, the reporter’s strongest impression was this: industries once competed on the cost-effectiveness of individual products; today, global competition is increasingly about the resilience of entire industrial chains. The growing prominence of the “chain” concept reflects a fundamental shift—from breaking through at individual points to competing through coordinated systems.
The dividends of individual-product trade are narrowing. The ability to export complete industrial ecosystems is becoming a core source of competitiveness in the global market. When individual links remain disconnected, they can only become trapped together in cut-throat competition; when upstream and downstream players are integrated and mutually reinforcing, new room for growth can emerge.
Ultimately, an industrial chain is not something that can simply be drawn on a blueprint. It grows gradually as individual companies stand side by side, face to face, within the same exhibition area.
