临近岁末，绍兴招才引智依然步履不停。
从奔赴深圳开展数字经济专线引才，到辗转重庆、大连等地高校广纳贤才，再到紧锣密鼓筹备“复旦大学·绍兴周”……有网友直呼：“绍兴，太拼啦！”这般“拼”，不是内卷，而是着眼长远的深谋远见——抓人才就是抓发展，谋人才就是谋未来。这一年，绍兴深入实施“人才强市”战略，坚定不移下好人才“先手棋”，谋好聚才“大文章”。从总体设计到配套政策、从大环境营造到个性化服务，努力让各类人才从“抢过来”变“抢着来”。广阔天地间，骏马奔腾，创新奔涌！国家重点人才工程入选数稳居全省前列，全国重点实验室实现“零”的突破，正是“名士之乡”绍兴聚天下英才而用之的生动写照。
提升人口“吸引力”
人口总量，历来是城市生命力和活力的直观刻度。在越城区生活了半年的“95后”小陈，是新汇入绍兴的流入人口中的一员。“毕业前我们就瞄准了绍兴，这里经济活跃、政策暖心、环境宜人，是理想的安居地。”小陈的话，透露出年轻人“用脚投票”的清晰逻辑。
得青年者得未来。绍兴连续8年开行招才引智专列，今年还高规格举办东中西部校企对接促就业活动，持续向广大青年发出“城市邀约”。今年1至10月，全市新增就业大学生11.21万人，跻身“2025中国城市95后人才吸引力城市”第27位。这股蓬勃的“青动力”，正成为绍兴吸引人口的强劲“引流线”。
拉长时间轴看，绍兴的人口始终保持着稳健增长态势。2024年末，全市常住人口达542.9万人，比上年末增加3.5万人，主要源于市外人口净流入。在全国常住人口连续三年下降、超半数城市人口收缩的背景下，这份增量尤为可贵。
那么，稳稳的“绍兴引力”究竟从何而来？
“人随产业走，产强则人聚。”绍兴市委党校经济学教研室主任宋潞平指出，雄厚的经济实力和向好的产业态势，是吸引人口扎根的根本。
今年，绍兴生产总值增速连续三个季度居全省前二位，城市综合经济实力排名升至全国第28位，发展态势好于全国全省、领跑同类经济大市。
制造业是绍兴的根基，就业“钱景”广。锚定先进制造，绍兴积极发展新质生产力，着力培育产业发展新业态。今年以来，全市规上工业增速稳居全省前列，规上工业总产值即将突破万亿元大关。再加上发达的民营经济，超83万户市场主体更是吸纳就业的“大户”。
这些厚实的经济家底，正是绍兴人口持续流入的底气。
选择一座城，还关乎“暖屋子”“车轮子”“钱袋子”。凭借住（租）房压力小、收入水平高、交通畅通度高，绍兴连续三年摘得中国“最舒适城市”的桂冠。
“绍兴是难得的‘鱼和熊掌兼得’之城，既能追逐事业，又能乐享生活。”浙江大学博士胡瑞君放弃多家知名高校和海外高薪机会，加入浙江新和成股份有限公司。“这里对科技创新的热忱，让我找到科研与产业的契合点。不输一线城市的生活品质和生态环境，更让我有‘此心安处是吾乡’的归属感。”
人口的汇聚，并非偶然，而是绍兴在产业布局、城市建设和人文涵养上持续耕耘、统筹谋划的必然引力，越来越多的人奔赴绍兴、安居乐业。
凝聚人才“向心力”
人才，被视为经济高质量发展的“第一资源”。基数庞大的人口，也意味着更充足的人才。
如何将“人口红利”转化为“人才红利”？绍兴以坚实的人才“向心力”作答。通过务实举措和创新机制，努力“盘活、激活、用活”每一份才智，让“个人理想”与“城市梦想”同频共振、彼此成就。
筑梦舞台是“引力源”。着眼产才融合，高能级科创平台是绍兴布局人才“大棋”的关键落子。
位于诸暨的浣江实验室，专注于航空航天等前沿领域。孙书剑是首批入职的研究员，他深感这里“创新链与产业链双向赋能”的独特优势：“我们既做科研探索，也紧盯产业落地，‘双轨并行’让科研成果更快走向生产线。”目前，孙书剑带领团队研发的微纳星表航天器，已进入产业化冲刺阶段。
聚焦“产学研用”高效协同，绍兴持续推动科创平台提能造峰。已集聚共建研究院35家，建成中试场地24万平方米，并推广民营才创园模式，不断拓宽人才创业创新承载空间。
流动活力是“润滑剂”。绍兴以“人才共享”破题，打破体制机制藩篱，让人才的流动成为产业脉动的活力。
绍兴文理学院的严俊峰教授，今年多了一个新身份——凯泰特种纤维科技有限公司“科技副总”。这段时间，他正与企业技术人员共同攻关高端医用无金属残留聚乳酸制备技术难题。“自从严教授加入以来，很多‘卡脖子’技术找到了突破口。”企业负责人感慨道。
不求所有，但求所用。依托教科人“三位一体”高质量发展试验区建设，今年绍兴在全省率先开展校院企高层次人才流动共享改革，选聘“科技副总”“产业教授”170余人。
“我们既铺就流动‘前路’，也打通保障‘退路’。”绍兴市委组织部相关负责人介绍，通过建立“编制池”“人才驿站”，如今科研人员可“编制在高校、科研在平台、转化在企业”，实现人才价值倍增。
价值认同是“定心丸”。人才需要舞台，也需要被看见、被认可。
面对人才评价与产业需求脱节的痛点，绍兴深化“企业认定、政府认账”改革，授予投资额超50亿元重大项目及专精特新“小巨人”等七类重点企业人才自主认定权，今年预计共认定人才1000余人。以能力论英雄，以贡献定地位，芯联先锋集成电路制造（绍兴）有限公司的技术专家蔡先生，凭借扎实业绩突破学历限制，获评市级高层次领军人才。
从搭建“事业舞台”到畅通“流动机制”，再到给予“价值认同”，人的干劲全面激发，人才优势正源源不断地转化为发展动能。今年全市新引进省顶尖人才4人、英才计划人才项目118个，入选省科技型企业家和省青年科技型企业家15人，累计集聚省级及以上领军人才超1500人。
城与人的“双向奔赴”，彼此照亮，共同成长！
夯实人力“支撑力”
城市发展的高度，最终取决于对“人”这一核心资源支撑的厚度与强度。
在绍兴，“服务好”一直是人才生态最鲜明的底色。今年以来，绍兴持续迭代人才服务政策机制，推动政府、孵化器、投资机构协同发力，构建起一个阳光雨露充沛、土壤养分充足的全周期创新创业生态，持续擦亮“来绍兴、才尽兴”人才生态品牌。
“没有政府的长期支持，我们不可能成长得这么快。”谈及绍兴的创业环境，浙江材华科技有限公司创始人李军配感触颇深。
2019年，李军配斩获绍兴第四届海内外高层次人才创新创业大赛一等奖，获得2000万元扶持资金。在此后的创业之路上，绍兴人才基金持续助力，团队成功实现大分子着色剂的国产化突破，近四年销售额年均增长229%。如今，材华科技团队成功入选浙江省领军型创新创业团队，李军配也荣获“2025年度浙江省青年科技型企业家”。
绍兴的“爱才之心”，不只在慷慨“给予”，更在于全程“托举”。
资金是初创企业的生命线，绍兴当好人才创业路上的“长跑伙伴”，打出“投、贷、保、险、板”五位一体金融服务组合拳，近三年市县两级人才基金累计投资人才项目94个，金额25.8亿元，助推3家企业上市、45家企业上规。钠创新能源、晶越半导体等一批人才企业成长为浙江未来独角兽、种子独角兽企业。
效率就是竞争力，服务提速就是为创新赋能。绍兴全面推进人才工作数字化改革，只需登录“创业一件事”服务平台，就能得到从创业培训、导师结对，到工商注册、融资对接的全流程“一站式”服务，真正将等待时间转化为发展机遇。
政策落子在关键处，服务跟进到心坎里。常态化推进人才服务“十件实事”，创新发放人才消费券，深化“七天免租”“零元免入住”等安居模式，并精心组织青年博士马拉松、人才夜校、集体婚礼等特色活动。
诸般举措，心心念念只为一件事：让人才安心工作、舒心生活、放心创业。
尤为可贵的是，各级政府部门始终秉持“随叫随到、服务周到”的理念，在“放手”与“扶持”之间把握平衡。
“政府只问困难、只解难题，从不随意打扰，这种纯粹的干事氛围千金难换！”吴廷成博士是全球滑动轴承领域顶尖专家，近期，他带领浙江申发轴瓦股份有限公司团队成功研制出“双侧高压顶升动态调压可倾瓦推力轴承”，并在全球首座第四代核电站华能石岛湾高温气冷堆核电站示范工程中实现首台套应用。
不拒众流，方为江海。向新而行的绍兴，将始终把人才工作“置顶”，让这一“关键变量”持续转化为高质量发展“最大增量”，推动绍兴在时代浪潮中奔涌向前、气象万千。
As the end of the year approaches, Shaoxing’s efforts to attract talents remain uninterrupted.
From going to Shenzhen for special digital economy talent recruitment, to traveling to universities in Chongqing, Dalian and other places to recruit talents extensively, and then to stepping up preparations for the “Fudan University · Shaoxing Week”… Some netizens exclaimed: “Shaoxing is working so hard!” Such “diligence” is not internal friction, but a long-term vision and foresight — seizing talents means seizing development, and planning for talents means planning for the future. This year, Shaoxing has thoroughly implemented the “talent-strengthened city” strategy, unswervingly taken the initiative in talent work, and made a great effort to gather talents. From overall design to supporting policies, from creating a general environment to providing personalized services, Shaoxing has strived to make all kinds of talents change from “being lured” to “competing to come”. In this vast land, talents are galloping like steed horses, and innovation is surging! The number of selected candidates in the national key talent projects has remained among the top in the province, and the national key laboratory has achieved a “zero breakthrough”, which is a vivid portrayal of Shaoxing, the “hometown of celebrities”, gathering talents from all over the world and putting them to use.
Enhancing the “Attractiveness” of Population
Total population has always been an intuitive indicator of a city’s vitality. Xiao Chen, a post-95s who has lived in Yuecheng District for half a year, is one of the new floating population in Shaoxing. “Before graduation, we had our eyes on Shaoxing. It has a dynamic economy, warm policies and a pleasant environment, making it an ideal place to settle down,” Xiao Chen said, revealing the clear logic of young people “voting with their feet”.
Whoever wins the youth wins the future. Shaoxing has operated special talent recruitment trains for 8 consecutive years, and this year also held a high-standard East-West University-Enterprise Cooperation and Employment Promotion Activity, continuously sending “city invitations” to young people. From January to October this year, the city added 112,100 college graduates to employment, ranking 27th in the “2025 China City Post-95s Talent Attraction Ranking”. This vigorous “youth power” has become a strong “drainage line” for Shaoxing to attract population.
Looking at the long time axis, Shaoxing’s population has always maintained a steady growth trend. At the end of 2024, the city’s permanent population reached 5.429 million, an increase of 35,000 over the end of the previous year, mainly due to the net inflow of population from outside the city. Against the background that the national permanent population has declined for three consecutive years and more than half of the cities have experienced population shrinkage, this increase is particularly valuable.
So, where does the steady “Shaoxing attraction” come from?
“People follow industries, and strong industries attract people,” pointed out Song Luping, director of the Economics Teaching and Research Office of Shaoxing Municipal Party School. A solid economic strength and a positive industrial trend are the fundamental factors for attracting people to take root.
This year, Shaoxing’s GDP growth rate has remained in the top two in the province for three consecutive quarters, and its urban comprehensive economic strength has risen to 28th in the country. The development trend is better than the national and provincial levels and leads other major economic cities of the same type.
Manufacturing is the foundation of Shaoxing, with broad employment prospects. Focusing on advanced manufacturing, Shaoxing has actively developed new productive forces and strived to cultivate new formats for industrial development. Since the beginning of this year, the growth rate of industrial enterprises above designated size in the city has remained among the top in the province, and the total industrial output value of industrial enterprises above designated size is about to break the 1 trillion yuan mark. In addition, with a developed private economy, more than 830,000 market entities are major employers.
These solid economic foundations are the confidence for Shaoxing’s continuous population inflow.
Choosing a city is also about “warm houses”, “wheels” and “wallets”. With low housing (rental) pressure, high income level and high traffic smoothness, Shaoxing has won the title of China’s “Most Comfortable City” for three consecutive years.
“Shaoxing is a rare city where you can have both fish and bear’s paw. You can pursue a career and enjoy life,” said Dr. Hu Ruijun from Zhejiang University, who gave up opportunities from many well-known universities and high-paying overseas jobs to join Zhejiang NHU Co., Ltd. “The enthusiasm for scientific and technological innovation here allows me to find the combination of scientific research and industry. The quality of life and ecological environment that are not inferior to first-tier cities make me feel a sense of belonging that ‘where my heart is at peace is my hometown’.”
The gathering of population is not accidental, but an inevitable attraction of Shaoxing’s continuous efforts and overall planning in industrial layout, urban construction and cultural conservation. More and more people are rushing to Shaoxing to live and work in peace and contentment.
Gathering the “Centripetal Force” of Talents
Talents are regarded as the “primary resource” for high-quality economic development. A large population base also means more abundant talents.
How to convert the “population dividend” into a “talent dividend”? Shaoxing answers with a solid “centripetal force” of talents. Through practical measures and innovative mechanisms, it strives to “activate, energize and make good use of” every talent, so that “personal ideals” and “city dreams” resonate in the same frequency and achieve each other.
A stage for dreams is the “source of attraction”. Focusing on the integration of industry and talents, high-level scientific and technological innovation platforms are the key moves in Shaoxing’s layout of talent work.
The Huanjiang Laboratory in Zhuji focuses on cutting-edge fields such as aerospace. Sun Shujian, one of the first researchers to join, deeply feels the unique advantage of “two-way empowerment of innovation chain and industrial chain” here: “We not only conduct scientific research exploration, but also keep an eye on industrial landing. The ‘dual-track parallel’ makes scientific research achievements move to the production line faster.” At present, the micro-nano satellite surface spacecraft developed by Sun Shujian’s team has entered the industrialization sprint stage.
Focusing on the efficient coordination of “production, study, research and application”, Shaoxing has continuously promoted the upgrading and peak-building of scientific and technological innovation platforms. It has gathered 35 co-constructed research institutes, built 240,000 square meters of pilot test sites, and promoted the private talent innovation park model, constantly expanding the carrying space for talent entrepreneurship and innovation.
Mobility vitality is the “lubricant”. Shaoxing has solved the problem through “talent sharing”, broken institutional barriers, and made the flow of talents become the vitality of industrial pulse.
Professor Yan Junfeng from Shaoxing University of Arts and Sciences has an additional new identity this year — “Chief Technology Officer” of Kaitai Special Fiber Technology Co., Ltd. During this period, he is working with enterprise technical personnel to tackle the key technical problems of preparing high-end medical metal-free polylactic acid. “Since Professor Yan joined, many ‘bottleneck’ technologies have found a breakthrough,” the enterprise person in charge sighed.
We do not seek to own, but to use. Relying on the construction of the “three-in-one” high-quality development pilot zone of education, science and technology, Shaoxing took the lead in the province to carry out the reform of the flow and sharing of high-level talents in universities, research institutes and enterprises this year, selecting more than 170 “Chief Technology Officers” and “Industry Professors”.
“We not only pave the ‘forward path’ for mobility, but also open up the ‘back path’ for guarantee,” introduced the relevant person in charge of Shaoxing Municipal Party Committee Organization Department. By establishing a “staffing pool” and “talent station”, scientific researchers can now “have staffing in universities, conduct scientific research in platforms, and transform achievements in enterprises”, realizing the multiplication of talent value.
Value recognition is the “reassurance”. Talents need a stage, and they also need to be seen and recognized.
Facing the pain point that talent evaluation is disconnected from industrial needs, Shaoxing deepened the reform of “enterprise identification and government recognition”, granting seven types of key enterprises, such as major projects with an investment of more than 5 billion yuan and specialized, refined, characteristic and innovative “little giants”, the right to independently identify talents. It is estimated that more than 1,000 talents will be identified this year. Judging heroes by ability and determining status by contribution, Mr. Cai, a technical expert from Core Link Pioneer Integrated Circuit Manufacturing (Shaoxing) Co., Ltd., broke the academic restriction with solid performance and was rated as a municipal-level high-level leading talent.
From building a “career stage” to smoothing the “mobility mechanism”, and then to giving “value recognition”, people’s motivation has been fully stimulated, and talent advantages are constantly being converted into development momentum. This year, the city has newly introduced 4 provincial top talents, 118 talent projects under the Talent Program, 15 provincial scientific and technological entrepreneurs and provincial young scientific and technological entrepreneurs, and has accumulated more than 1,500 provincial and above leading talents.
The “two-way rush” between the city and people illuminates each other and grows together!
Consolidating the “Supporting Force” of Human Resources
The height of a city’s development ultimately depends on the thickness and strength of the support for the core resource of “people”.
In Shaoxing, “good service” has always been the most distinctive background of the talent ecosystem. Since the beginning of this year, Shaoxing has continuously iterated the talent service policy mechanism, promoted the coordinated efforts of the government, incubators and investment institutions, built a full-cycle innovation and entrepreneurship ecosystem with abundant sunshine, rain and sufficient soil nutrients, and continuously polished the talent ecosystem brand of “Come to Shaoxing, Realize Your Talent”.
“Without the long-term support of the government, we could not have grown so fast,” said Li Junpei, founder of Zhejiang Caihua Technology Co., Ltd., when talking about Shaoxing’s entrepreneurial environment.
In 2019, Li Junpei won the first prize of the 4th Shaoxing Overseas and Domestic High-Level Talent Innovation and Entrepreneurship Competition and received 20 million yuan in support funds. On the subsequent entrepreneurial road, Shaoxing Talent Fund continued to help, and the team successfully achieved the localization breakthrough of macromolecular colorants, with an average annual sales growth of 229% in the past four years. Today, the Caihua Technology team has been selected as a Zhejiang Provincial Leading Innovation and Entrepreneurship Team, and Li Junpei has also won the “2025 Zhejiang Provincial Young Scientific and Technological Entrepreneur”.
Shaoxing’s “love for talents” lies not only in generous “giving”, but also in full-process “support”.
Capital is the lifeline of start-up enterprises. Shaoxing acts as a “long-distance partner” on the road of talent entrepreneurship, launching a five-in-one financial service combination of “investment, loan, guarantee, insurance and listing”. In the past three years, the city and county-level talent funds have invested in 94 talent projects with a total amount of 2.58 billion yuan, helping 3 enterprises to list and 45 enterprises to become above-designated-size. A number of talent enterprises such as Sodium Innovation Energy and Crystal Semiconductor have grown into Zhejiang Future Unicorns and Seed Unicorns.
Efficiency is competitiveness, and service speed-up is empowerment for innovation. Shaoxing has comprehensively promoted the digital reform of talent work. By logging in to the “One-stop Entrepreneurship Service” platform, you can get full-process “one-stop” services from entrepreneurship training, mentor pairing to industrial and commercial registration and financing docking, truly converting waiting time into development opportunities.
Policies are implemented at key points, and services are followed up to the heart. We regularly promote the “ten practical matters” for talent services, innovatively issue talent consumption coupons, deepen the housing models such as “seven-day rent-free” and “zero-yuan free check-in”, and carefully organize characteristic activities such as the Youth Doctor Marathon, Talent Night School and group weddings.
All these measures are wholeheartedly for one thing: to let talents work at ease, live comfortably and start businesses with confidence.
What is particularly valuable is that government departments at all levels have always adhered to the concept of “being available on call and providing thoughtful services”, and maintained a balance between “letting go” and “supporting”.
“The government only asks about difficulties and solves problems, and never disturbs at will. This pure working atmosphere is invaluable!” Dr. Wu Tingcheng is a top global expert in the field of sliding bearings. Recently, he led the team of Zhejiang Shenfa Bushing Co., Ltd. to successfully develop the “double-sided high-pressure jacking dynamic pressure regulating tilting pad thrust bearing”, which has achieved the first set of application in the Huaneng Shidaowan High-Temperature Gas-Cooled Reactor Nuclear Power Plant Demonstration Project, the world’s first fourth-generation nuclear power plant.
A river that refuses no streams becomes a sea. Shaoxing, moving forward to the new era, will always put talent work at the top, let this “key variable” continue to be converted into the “largest increment” for high-quality development, and promote Shaoxing to surge forward and take on a magnificent look in the tide of the times.
