习近平总书记在浙江考察期间强调，“浙江要在以科技创新塑造发展新优势上走在前列”。省委十五届七次全会以省委《决定》形式对建设创新浙江进行动员部署，彰显了坚定拥护“两个确立”、坚决做到“两个维护”的高度自觉，体现了聚精会神抓创新、经济大省挑大梁的坚定决心。绍兴市深入学习贯彻习近平总书记重要讲话重要指示批示精神和考察浙江重要讲话、考察绍兴重要指示精神，全面落实省委十五届七次全会决策部署，召开市委九届八次全会，审议通过《中共绍兴市委关于深化教育科技人才一体改革发展，全面推进科技创新和产业创新深度融合的决定》，动员全市上下忠实践行“八八战略”，锚定“一个首要任务、三个主攻方向、两个根本”，坚持把创新摆在产城人文融合发展、共同富裕先行示范的核心位置，谋深做实“两篇大文章”，全力抢占发展制高点，努力在创新浙江建设中展现绍兴担当。绍兴市的主要目标是：到2030年，教育强市、科技强市、人才强市、先进制造业强市基本建成。创新驱动、新质生产力引领作用显著提升，高质量发展实现大突破，基本建成产城人文融合发展的共富示范市，提前5年率先基本实现社会主义现代化。加快打造教育科技人才一体改革发展的市域范例以教科人“三位一体”高质量发展试验区建设为抓手，向深层次改革、一体化发展要动力，让创新活力和发展活水在制度创新中奔涌。提升高等教育办学水平。积极利用全球高端教育资源和创新要素，积极创办中外合作高水平理工类大学。全力推进绍兴文理学院更名绍兴大学、绍兴理工学院内涵式发展，支持浙江越秀外国语学院建设国内高水平民办大学，统筹抓好杭州电子科技大学绍兴校区、浙江工业职业技术学院新昌学院、浙江农业商贸职业学院柯桥校区等高校建设。实施“优势学科提升计划”和“基础学科振兴计划”，加快提高学科体系整体能级。优化产教协同育人机制，构建现代职业教育体系。推动科创平台提能造峰。统筹鉴水、金柯桥、曹娥江、滨海、镜湖五大科技城和绍芯、鉴湖、曹娥江、浣江、天姥五大实验室建设，提升深部金属矿智能开采与装备全国重点实验室能级，支持国科控股上虞新材料中试平台争创国家级制造业中试平台，支持现代纺织技术创新中心争创国家级技术创新中心，提速推进杭州湾创新港等重大项目，提升绍兴科创走廊发展能级。高标准建设国家级知识产权保护中心，全域布局概念验证中心、中试基地，加强中试、熟化，缩短科技成果从实验室到市场的距离。完善人才发展体制机制。纵深推进人才管理改革试验区矩阵建设，迭代“名士之乡”英才计划，完善顶尖人才、青年人才引育机制，用好“以外引外”链式引才模式，健全绍籍大学生和在绍高校大学生常态化沟通联络制度，深化技职融通改革，推广“企业认定、政府认账”模式，让更多“产业教授”入高校、“科技副总”进企业。加快走出科技创新和产业创新深度融合的市域路径围绕产业链部署创新链、围绕创新链布局产业链，让科技创新与产业创新双轮驱动，破除传统路径依赖，破解“新的成长烦恼”，点亮新质生产力的“星辰大海”。培育创新型企业梯队。深入实施规上工业企业研发机构和研发活动全覆盖行动，对科技型企业分类施策、梯度培育、精准“滴灌”，鼓励龙头企业牵头组建创新联合体，支持专精特新“小巨人”企业突破关键核心技术，扶持创新型中小企业提升技术融合和应用能力。推进产学研融通创新。深化“高校+平台+企业+产业链”结对合作，推广“企业出题、政府助题、平台答题、车间验题、市场评价”协同攻关机制。持续深化“爱企”系列行动，支持链主企业开展上下游协作、产学研对接活动，将生态圈、资源圈、朋友圈引入绍兴，实现产业链创新链供应链融通发展。构建现代化产业体系。一体推进传统产业、新兴产业、未来产业、经典产业发展，加快打造世界级现代纺织服装产业集群、环杭州湾模拟芯片和功率器件产业高地，巩固提升低空经济、航空航天先发优势，持续深化黄酒“五个一”改革攻坚，力争规上工业企业研发费用占营业收入比重继续走在全省前列。打造人工智能应用创新发展高地。用好人工智能核心变量，深化全国中小企业数字化转型试点城市建设，积极培育壮大人工智能产业，重点发展智能芯片、人形机器人、智能汽车、智能视觉等优势应用产业，创新发展“人工智能+集群”“人工智能+工厂”“人工智能+产品”“人工智能+平台”等模式，加快软件产业高质量发展，推动全行业全流程智能化升级。加快形成良好创新生态持续演进的市域实践弘扬尊师重教、崇尚科学文化传统，大力营造创新生态，积极培育创新文化，让每一个有创新梦想的人都能专注创新，让每一份创新活力都能充分迸发。抓牢党的领导“指挥棒”。强化市委教育科技人才一体化委员会职能，完善一体推进的组织领导体系、工作推进体系和考核评价体系，形成全链条畅通、全要素协同、全周期推进的发展格局。打好要素保障“组合拳”。健全科技创新投入机制，充分发挥产业基金、科创基金、人才基金等政府基金牵引作用，引导金融资源、创投资金更多投向创新型企业。强化用地用能保障，推动更多新质生产力领域的重大科技和产业项目纳入国家和省级盘子。厚植创新创造“新沃土”。积极融入长三角科创共同体建设，拓展国际国内科技交流合作通道。健全“鼓励创新、宽容失败”减责免责机制。大力弘扬科学家精神、企业家精神、工匠精神，营造热爱科学、崇尚创新的社会氛围，持续激发各类主体的内生动力和创新活力。
During his inspection tour in Xi Jinping emphasized that “Zhejiang should take the lead in shaping new development advantages through scientific and technological innovation.” The Seventh Plenary Session of the 15th CPC Zhejiang Provincial Committee issued a “Decision” to mobilize and deploy efforts for building an innovative Zhejiang, demonstrating a high degree of political commitment to upholding the “Two Establishes” and achieving the “Two Upholds,” as well as a firm determination to focus on innovation and shoulder responsibilities as a major economic province.
Shaoxing has thoroughly studied and implemented the important speeches, instructions, and directives of General Secretary Xi Jinping, including those made during his visits to Zhejiang and Shaoxing. Fully aligning with the decisions of the provincial plenary session, Shaoxing convened the Eighth Plenary Session of the Ninth CPC Shaoxing Municipal Committee and reviewed and adopted the “Decision of the CPC Shaoxing Municipal Committee on Deepening Integrated Reform of Education, Science and Technology, and Talent Development, and Promoting the Deep Integration of Scientific and Technological Innovation with Industrial Innovation.”
The city is committed to faithfully implementing the “Eight-Eight Strategy,” focusing on “one primary task, three main directions, and two fundamental priorities.” Innovation is placed at the core of integrated development across industry, city, culture, and people, as well as the pilot demonstration of common prosperity. By advancing two major strategic initiatives, Shaoxing aims to seize the commanding heights of development and contribute actively to the construction of an innovative Zhejiang.
Development Goals
By 2030, Shaoxing aims to basically establish itself as a leading city in education, science and technology, talent development, and advanced manufacturing. Innovation-driven growth and the role of new quality productive forces will be significantly enhanced, achieving major breakthroughs in high-quality development. The city will become a model for integrated urban-industrial-cultural development and common prosperity, and will take the lead in basically realizing socialist modernization five years ahead of schedule.
Advancing Integrated Reform of Education, Science, and Talent
Shaoxing will build a high-quality pilot zone for integrated development of education, science, and talent, using deeper reforms and integrated approaches to unleash innovation vitality.
Efforts will be made to enhance higher education by leveraging global resources and establishing high-level Sino-foreign cooperative universities in science and engineering. The city will promote the renaming of Shaoxing University of Arts and Sciences to Shaoxing University, advance the connotative development of Shaoxing Institute of Technology, support Zhejiang Yuexiu University of Foreign Languages in becoming a top private university, and coordinate the development of multiple campuses including those of Hangzhou Dianzi University and Zhejiang Industry Polytechnic College.
Shaoxing will implement programs to strengthen key disciplines and revitalize fundamental disciplines, optimize industry-education integration, and build a modern vocational education system.
Strengthening Innovation Platforms
The city will coordinate the development of five major science and technology cities and five key laboratories, enhance national key laboratories, and support platforms aiming for national-level recognition. Major projects such as Hangzhou Bay Innovation Port will be accelerated to elevate the Shaoxing Science and Innovation Corridor.
A national-level intellectual property protection center will be established, alongside concept verification centers and pilot-scale testing bases, to shorten the path from laboratory research to market application.
Improving Talent Development Systems
Shaoxing will deepen reforms in talent management, upgrade talent programs, and refine mechanisms for attracting and nurturing top and young talents. It will promote innovative talent recruitment models and strengthen connections with university students. Reforms integrating vocational and academic education will be advanced, enabling greater collaboration between industry and academia.
Deep Integration of Technological and Industrial Innovation
Shaoxing will align innovation chains with industrial chains and vice versa, driving dual engines of technological and industrial innovation.
The city will cultivate innovative enterprises through targeted policies, support leading firms in forming innovation consortia, and encourage specialized and high-growth SMEs to achieve breakthroughs in key technologies.
Industry-academia-research collaboration will be strengthened through mechanisms such as “enterprise-led problem definition, government-supported facilitation, platform-based solutions, workshop validation, and market evaluation.”
Building a Modern Industrial System
Shaoxing will promote coordinated development of traditional, emerging, future, and classic industries. It aims to build world-class clusters in modern textiles and apparel, develop a hub for analog chips and power devices around Hangzhou Bay, and maintain advantages in low-altitude economy and aerospace. The city will also deepen reforms in the yellow wine industry and maintain leading R&D investment intensity.
Developing an AI Innovation Hub
Leveraging artificial intelligence as a core driver, Shaoxing will promote digital transformation among SMEs and expand AI industries such as intelligent chips, humanoid robots, smart vehicles, and computer vision. It will foster new models such as “AI + industry clusters,” “AI + factories,” and “AI + platforms,” while accelerating the high-quality development of the software industry.
Fostering a Strong Innovation Ecosystem
Shaoxing will promote a culture that respects education, science, and innovation, encouraging individuals and organizations to pursue innovation freely.
It will strengthen Party leadership, improve coordination mechanisms, and establish efficient governance systems. Financial support mechanisms will be enhanced to guide investment toward innovative enterprises. Land and energy resources will be prioritized for major innovation projects.
The city will actively integrate into the Yangtze River Delta innovation ecosystem and expand international cooperation. A fault-tolerant mechanism encouraging innovation and tolerating failure will be implemented. By promoting the spirit of scientists, entrepreneurs, and craftsmen, Shaoxing aims to create a vibrant environment that continuously stimulates innovation and creativity.
