近日，省财政厅、省经信厅公示了科技创新和产业创新深度融合财政专项激励竞争性入围名单，全省共18个县（市、区）入选，绍兴越城区与新昌县位列其中。
Recently, the Zhejiang Provincial Department of Finance and the Zhejiang Provincial Department of Economy and Information Technology announced the shortlist of counties, cities, and districts selected through a competitive process for special fiscal incentives supporting the deep integration of technological innovation and industrial innovation. A total of 18 counties, cities, and districts across Zhejiang were selected, including Yuecheng District and Xinchang County in Shaoxing.
据了解，本次省级“两新”深度融合财政专项激励政策实施周期为2026年至2028年。其间，省财政每年统筹安排15亿元专项资金，通过竞争性评审机制择优拨付入围地区，重点支持各地在创新动能培育、产业迭代升级、科技成果转化等关键领域先行先试、创新突破，助力打造产业创新发展特色样板。绍兴入选的两个区县，预计三年内可累计获得超亿元的专项激励资金支持。“
It is understood that the implementation period of the provincial special fiscal incentive policy for the deep integration of the “two innovations” runs from 2026 to 2028. During this period, the provincial government will coordinate RMB 1.5 billion in special funds each year and allocate the funds to selected regions through a competitive evaluation process. The funds will primarily support local pilot initiatives and breakthroughs in key areas such as cultivating new drivers of innovation, upgrading and transforming industries, and commercializing scientific and technological achievements, helping create distinctive models for industrial innovation and development. The two selected districts and counties in Shaoxing are expected to receive a combined total of more than RMB 100 million in special incentive funding over the three-year period.”
“This selection is a strong recognition of Xinchang County’s achievements in integrating the two innovations in recent years.” A relevant official from the Xinchang County Bureau of Economy and Information Technology said that the county will remain committed to its development positioning of “advancing science and technology and building major industries despite being a small county.” Focusing on three key areas—cultivating enterprises as the main drivers of innovation, enhancing the capabilities of innovation platforms, and optimizing the industrial structure—the county will use the funds to accelerate the development of innovation platforms, cultivate new quality productive forces, and advance the high-quality development of an advanced manufacturing base, among other initiatives, providing practical experience for the deep integration of the two innovations.
Yuecheng District, meanwhile, was recognized for its strong industrial clustering and innovation capabilities in strategic emerging industries such as integrated circuits, biomedicine, and the low-altitude economy. At present, the district is steadily advancing the integrated development of the two innovations around its leading industries. “This selection will further help our district attract and concentrate innovation resources and build a stronger innovation ecosystem. We will make every effort to strengthen our leading industries, improve our innovation ecosystem, and enhance support for key resources and factors, striving to build Yuecheng into a demonstration zone for the integration of the two innovations, a hub for new quality productive forces, and a benchmark district for high-quality manufacturing development across Zhejiang,” said a relevant official from the Yuecheng District Bureau of Economy and Information Technology.
近年来，绍兴将科技创新与产业创新深度融合视为培育新质生产力的核心路径与提升城市竞争力的关键，深入实施先进制造业强市“4151”计划，因地制宜发展新质生产力。今年一季度，我市规上工业增加值同比增长11.6%，规上工业企业研发经费占营收比重达4.05%，居全省第二，为产业创新注入持久动力。
In recent years, Shaoxing has regarded the deep integration of technological innovation and industrial innovation as a core pathway for cultivating new quality productive forces and a key means of enhancing the city’s competitiveness. The city has been advancing the “4151” plan for strengthening advanced manufacturing and developing new quality productive forces in accordance with local conditions. In the first quarter of this year, the value added of industries above designated size in Shaoxing increased by 11.6% year on year, while R&D expenditure by industrial companies above designated size accounted for 4.05% of their operating revenue, ranking second in Zhejiang and providing sustained momentum for industrial innovation.
