On October 29, the Shaoxing Branch of the Hangzhou-Shaoxing-Linping Airport Economic Integration Development Demonstration Zone announced that the pilot zone of the Zhejiang Province’s only “four-in-one” multimodal transport demonstration project—the Hangzhou-Shaoxing-Linping Airport Demonstration Area Public-Rail-Water-Air International Hub Center—has officially begun construction.
The Public-Rail-Water-Air International Hub Center project is located in Qianqing Street, Keqiao District. With a total investment of 11 billion RMB, it has been included in the 2024 key work arrangements for the Yangtze River Delta integration development and is scheduled for completion by 2029. The project includes the construction of a public-water-air transport center in the northern zone, a public-rail transport center in the southern zone, and supporting roads. The northern zone will feature the construction of 10 multi-purpose berths, each capable of handling 1,000 tons, along the Hangzhou-Ningbo Canal, with an annual designed throughput capacity of 7 million tons (including 350,000 TEUs). The southern zone, located near the Qianqing freight station of the Xiaoyong Railway, will mainly build a public-rail transport yard and a bonded logistics center to ease congestion at the existing rail cargo yard and improve transport capacity. In addition, several key roads will be built in the region, such as the Airport Boulevard, Yang-Shao Line, and Central Road, to connect the railway port, water port, and airport.
The first section to be constructed is the pilot zone, part of the southern public-rail transport center, which covers approximately 30 acres. The plan includes the construction of two warehouses and one office complex. Upon completion, the zone will facilitate multimodal transport, including eastward shipment via the sea to Ningbo-Zhoushan Port, westward connection to the China-Europe (Yi-Xin-Ou) Railway for European transport, and northward air freight access to Xiaoshan Airport. It is set to become a regional international logistics multimodal transport hub for the southern Yangtze River Delta.
Shaoxing is a major foreign trade city, with Keqiao District accounting for 40% of the city’s total exports. In recent years, Keqiao has actively promoted the integration of the Hangzhou-Shaoxing-Ningbo area, joining the Yi-Ning-Zhou open corridor, advancing the construction of an international logistics system, and improving export channels for foreign trade companies. The Hangzhou-Shaoxing-Linping Airport Demonstration Zone, located near Xiaoshan International Airport and with convenient access to major transport routes such as the Xiaoyong Railway and the Hangzhou-Ningbo Canal, has inherent advantages in the construction of an international logistics hub in the Yangtze River Delta. “Once the Public-Rail-Water-Air International Hub Center is completed, it will significantly enhance Shaoxing’s position as an international gateway and provide solid support for the clustering of advanced manufacturing industries,” said a representative from the management committee.
Currently, the construction of the Hangzhou-Shaoxing-Linping Airport Demonstration Zone project is accelerating. In addition to infrastructure projects, significant breakthroughs have also been made in industrial projects this year. The Xingke Advanced Optoelectronic Display Industry Project, with a total investment of 31 billion RMB, has been fully launched within 100 days and completed the main structure of the first factory in just 120 days. It has become the largest industrial project in the city this year in terms of investment.
10月29日，杭绍临空经济一体化发展示范区绍兴片区管委会消息，浙江省唯一“公、铁、水、空四位一体”多式联运示范性综合项目——杭绍临空示范区公铁水空国际枢纽中心项目先行区块动工建设。
据悉，公铁水空国际枢纽中心项目位于柯桥区钱清街道，项目总投资110亿元，已列入长三角一体化发展2024年重点工作安排，计划2029年完工。项目建设内容包括北区公水空联运中心、南区公铁联运中心及配套道路等。其中，北区公水空联运中心计划在杭甬运河边新建10个1000吨级多用途泊位，年设计吞吐量700万吨（含35万标准箱）货物；南区公铁联运中心紧挨萧甬铁路钱清货运站，主要建设公铁联运货场、保税物流中心等，缓解现有铁路货场作业紧张问题，提升运输能力。此外，还将在区域内建设临空大道、杨绍线、中心路等道路，连通铁路港、水港及空港。
此次率先动工的是项目先行区块，为南区公铁联运中心的一部分，占地约30亩，计划建设2幢仓储用房及1幢办公综合楼。建成后，将实现向东海铁联运集运出海至宁波舟山港，向西搭载中欧（义新欧）班列入内通欧，向北衔接萧山机场空运出港，成为长三角南翼区域性国际物流多式联运枢纽。
绍兴是外贸大市，柯桥区出口总额占全市的40%。近年来，柯桥区积极推进杭绍甬一体化，融入义甬舟开放大通道，推进国际物流体系建设，打通外贸企业出口通道。杭绍临空示范区紧邻萧山国际机场，拥有萧甬铁路、杭甬运河等大通道，在建设长三角国际物流枢纽上具有先天优势。“公铁水空国际枢纽中心项目建成后，将有力提升绍兴的国际门户枢纽地位，为先进制造业集聚提供硬核支撑。”管委会相关负责人表示。
当前，杭绍临空示范区项目建设加速推进。除基础设施项目外，今年产业项目也迎来重大突破：总投资310亿元的星柯先进光电显示产业项目实现100天落地到开工，1号厂房主体120天结顶，成为今年全市投资体量最大的产业项目。
