Shaoxing’s Keqiao District has established a high-standard “International Talent Enterprise Service Hub” within the Zhejiang (Shaoxing) High-Level Foreign Talent Innovation Zone. This hub aims to provide value-added services for overseas talents and their projects, effectively creating a magnetic field for global talent aggregation and fully unleashing the talent dividend.
I. Cultivating an Innovation-Driven Talent Attraction Model
Innovative Operation Model:
The hub has developed a unique “government + operating company + third-party institutions” synergy mechanism. Under government commission, the operating company is responsible for investment promotion, comprehensive enterprise services, financing, and more. To support its business operations, the company introduces specialized subsidiaries in areas such as investment management, property services, asset operations, fund management, and incubation, along with corresponding internal departments that are flexibly adjusted as needed.
New Talent Referral Mechanism:
An innovative foreign recommender system has been established, where overseas talents are encouraged to refer one another, with partial equity in the operating company offered as an incentive. Through this mechanism, 25 provincial-level or higher foreign experts have already been introduced, including 5 designated as provincial overseas engineers.
Refined Talent Evaluation System:
The hub pioneers a model where settled overseas experts conduct exclusive evaluations and has introduced a “green channel” for fast-track recognition. Projects that meet talent level and qualification standards are granted titles directly. In the first half of this year, a provincial-level postdoctoral workstation was successfully established, leading to the onboarding of 2 overseas postdoctoral projects and 3 PhD-level talents through the direct recognition path.
II. Creating Deep Integration Between Industry and Talent to Accelerate Innovation
Funding and Market Access for Talent Projects:
To address financing challenges often faced by asset-light innovation projects from overseas talents, the hub organizes roadshows, investment matchmaking, and industry resource linkups. Over 40 such events have been held this year. An innovation and entrepreneurship co-investment mechanism has also been launched: for projects that attract investments from renowned institutions within two years of settling, the government will co-invest at a 1:1 ratio to accelerate growth.
International Science and Technology Collaboration:
To foster deeper engagement between overseas universities and talent with Chinese stakeholders, the hub has created an International Scientist Exchange Center. It hosts thematic meetings and seminars to facilitate access to government support, financial resources, and industry partners. In 2024, the hub welcomed delegations from University College London, Aarhus University (Denmark), and others, and hosted over 40 talent exchange activities such as the “Italian Experts in Keqiao” program.
Promoting Technology Commercialization:
To help local enterprises overcome technological bottlenecks, the hub connects them with specialized overseas experts. Over 60 collaborative projects have been established. One notable example is the partnership between Zhejiang Meisheng New Materials Co., Ltd. and an overseas expert team on a project titled “Key Technologies for Localizing Automotive Interior Materials.” The result helped the company achieve the 4th largest global market share in synthetic suede for car interiors.
III. Building a “Home Away from Home” for International Talent
One-Stop Service Green Channel:
A dedicated “Green Channel” has been established at the hub for foreign talent affairs, covering 34 services in 10 categories such as immigration, entrepreneurship, and residency, with 17 procedures simplified from approval to filing. On-site representatives from departments including the Science and Technology Bureau, Public Security Bureau, and Science City Office provide services such as work permits, driving services, and home-buying guidance.
European-Style Living Community:
An international lifestyle zone adjacent to the hub has been developed to enhance the daily experience of foreign professionals. This area includes talent apartments, public meeting spaces, a foreign-language book lounge, gym, Western restaurants, and international supermarkets, offering a well-rounded work-life environment and cultural support.
Team-Based “Talent Butler” Services:
Top-tier service agencies collaborate with government officials to form a “Talent Butler” team, providing personalized, one-on-one concierge services for high-level foreign talent through regular visits. “International Talent Service Vouchers” are also distributed, which can be redeemed for professional legal, accounting, translation, and agency services at no cost.
