On October 24, Shaoxing released its economic report card for the first three quarters of 2024: the city’s Gross Domestic Product (GDP) reached RMB 589.1 billion, representing a 6.8% year-on-year growth at constant prices—the fastest growth rate in Zhejiang Province.
The third quarter is critical for achieving annual economic targets, and this report is highly encouraging. Notably, Shaoxing also topped the province in GDP growth in the first quarter (7.8%) and the first half (7.0%) of 2024. With sustained top-tier growth outperforming the national average, how has Shaoxing managed to stay ahead?
I. Growth in Consumption and Income Reflects Strong Momentum
Behind the data lies the story of development. Let’s start with two areas most relevant to citizens: spending and income.
In the first three quarters of this year, Shaoxing’s total retail sales of consumer goods reached RMB 215.1 billion, up 8.7% year-on-year—the highest growth in the province. This strong performance reflects continued economic improvement, growing consumer confidence, and the impact of targeted policies to stimulate consumption. Over 250 events have been held under the “2024 Year of Consumption Promotion” campaign—including themed shopping festivals like “Consumption Promotion Month” and “Summer Renewal Season”—which generated over RMB 3 billion in spending and revitalized the consumer market.
Meanwhile, incomes also rose steadily. The average per capita disposable income in Shaoxing reached RMB 58,797, up 4.9% year-on-year. Urban residents earned RMB 66,889 on average (up 4.3%), while rural residents reached RMB 42,946 (up 5.9%). These figures highlight the resilience and vitality of Shaoxing’s high-quality economic development.
II. Investment Expansion Fuels Structural Upgrades
Investment plays a vital role in driving domestic demand and ensuring sustainable growth. Shaoxing has made bold moves to expand effective investment.
In 2024, 92 Shaoxing projects were included in the first batch of Zhejiang’s “1,000 Major Projects Worth Trillions” initiative, with a total planned investment of RMB 58.3 billion—ranking third in the province. Throughout the year, project construction across the city remained active and robust. Excluding real estate, fixed asset investment grew by 12.0% in Q1, 9.0% in H1, and 9.2% through Q3, maintaining a high growth trajectory.
Digging deeper into the Q3 report, it’s clear that Shaoxing’s economic momentum is driven by a strong project-oriented approach. The value-added output of high-tech manufacturing, high-tech industries, high-end equipment manufacturing, and strategic emerging industries increased by 10.7%, 8.4%, 8.2%, and 7.9% respectively—contributing 17.4%, 51.5%, 17.7%, and 31.0% to overall growth. Particularly noteworthy is the 40.7% surge in investment in scientific research and technical services, outpacing the general growth rate by 37.7 percentage points. With new drivers accelerating and new industries emerging, Shaoxing is opening up vast opportunities for the future.
III. Resilience in Trade and Industry Amid Global Challenges
Amid weak global demand and shifting supply chains, Shaoxing’s foreign trade has shown remarkable resilience.
In the first three quarters, the city’s total imports and exports reached RMB 318.1 billion, a 0.5% year-on-year increase despite global headwinds. Private enterprises played a pivotal role, accounting for RMB 293.2 billion (92.2% of the total) with a 3.5% year-on-year growth.
Enterprises are both engines of economic growth and leaders of innovation. Emerging industries have shown strong momentum. Shaoxing’s integrated circuit industry, led by core companies such as Chiplink, JCET, and OmniVision, now includes over 120 upstream and downstream enterprises, forming a new national hub for the sector.
Traditional industries are also undergoing transformation. By upgrading equipment, processes, and embracing digital transformation, sectors like textiles are gaining renewed vitality. Today, about 80% of textile companies in Shaoxing use advanced automated production equipment.
From its early cluster-based economy to pioneering new industrialization and the integration of digital and real economies, Shaoxing’s enterprises are rising to new heights. The city treats businesses as valued partners, continuously optimizing the business environment. 今年前三季度，绍兴市社会消费品零售总额2151亿元，同比增长8.7%，增速居全省第1位。这与地方经济持续好转、居民消费信心不断提振、一系列促消费政策的兑现等因素有着密切关系。今年以来，绍兴围绕“2024消费促进年”总体部署，开展“消费促进月”“仲夏焕新季”等活动超250场，拉动消费超30亿元，消费活力不断回归。
与消费增长相协调的是，绍兴老百姓的“钱袋子”越来越鼓。今年前三季度，绍兴全体居民人均可支配收入58797元，同比增长4.9%。其中，城镇居民人均可支配收入66889元，增长4.3%；农村常住居民人均可支配收入42946元，增长5.9%。数据映射出的，是绍兴经济高质量发展的强大韧性与旺盛活力

依据“量”的积累，看“质”的跃升。投资是扩大内需的主战场之一，是经济可持续发展的动力引擎。积极扩大有效投资，绍兴有“大手笔”。
2024年，绍兴市共有92个项目列入省第一批“千项万亿”工程，年度计划投资达583亿元，投资额居全省第3位。今年以来，绍兴各地项目建设热度不降、力度不松、速度不减。扣除房地产开发投资，固定投资一季度增长12.0%，上半年增长9.0%，前三季度增长9.2%，始终保持高位增长。
再细读“三季报”，还会发现绍兴经济秉持项目为王，新意盎然、质感满满。今年前三季度，绍兴规模以上高技术产业（制造业）、高新技术产业、高端装备制造业、战略性新兴产业增加值同比分别增长10.7%、8.4%、8.2%、7.9%，贡献率分别为17.4%、51.5%、17.7%、31.0%。值得一提的是，科学研究和技术服务业投资暴涨40.7%，高于面上增速37.7个百分点。新动能加快集聚，新赛道加快布局，为绍兴经济的发展，打开了广阔机遇、无限可能。

着眼“点”的突破，看“面”的向新。在外需走低、全球产业链加速调整的大背景下，绍兴外贸依然表现出极高的韧性。
今年前三季度，绍兴进出口总额3181亿元，逆势飘红，同比增长0.5%。其中，民营企业贡献突出。民营企业进出口2932亿元，同比增长3.5%，占进出口总额的92.2%。企业既是经济发展的主力军，也是创新的“排头兵”。新兴产业动能强劲。绍兴以芯联、长电、豪威等链主型企业为引领的集成电路产业，已集聚上下游企业120多家，成为国内集成电路产业发展的新高地。传统产业不甘落后。通过推进设备工艺升级和数字化变革等措施，绍兴相关产业焕发出新的生机与活力。以纺织业为例，目前全市80%左右纺织企业，都配备了先进的自动化生产设备。
从块状经济的初步形成，到新型工业化道路的坚实探索，再到“数实融合”的深入实践，绍兴企业群体一路向新攀高。绍兴始终将企业视为“座上宾”，持续优化营商环境。市场经济是信心经济，绍兴为企业提供了越来越坚实的制度保障和不断创新发展的底气，企业自然会在这片热土上，绽放别样的光彩，与绍兴经济的发展双向奔赴。
