Editor’s Note
The year 2025 marks an extraordinary milestone in Shaoxing’s development. Guided by the strategy of “Six Actions for Leadership” and advancing the “Six Key Battles,” Shaoxing has accelerated the construction of a model city for common prosperity through integrated development of industry, city, culture, and people. These efforts have laid a solid foundation for the successful conclusion of the 14th Five-Year Plan and a strong start to the 15th Five-Year Plan.
Starting today, this series of reports will present a multidimensional view of Shaoxing’s latest achievements in integrated industrial, urban, and cultural development, gathering momentum for the city’s push toward the 15th Five-Year Plan and the creation of a new chapter in city-level Chinese modernization.
From the transformation and upgrading of traditional industries to the strategic deployment of emerging and future industries, Shaoxing has long been an excellent window for observing the evolution of China’s economic development.
In recent years, however, a transformation driven by data has been redefining the “evolutionary path” of this major manufacturing city. The momentum of this transformation reached a new height in 2025, leaving profound imprints across countless factory floors.
Inside the workshop of Wolong Electric Drive Group Co., Ltd.—a national-level “Future Factory”—motors are assembled with precision by invisible hands, guided solely by data as the commanding force and rhythmic pulse. Dozens of kilometers away, on the central control screen of a printing and dyeing factory in Keqiao, a piece of fabric undergoes minute-by-minute color simulation by “AI Fabric,” the textile industry’s first AI large model. These seemingly fragmented scenes together form a quiet yet powerful and continuous transformation.
This transformation is forging intelligent manufacturing into the core engine driving the reshaping of Shaoxing’s industrial ecosystem. At this critical juncture—the closing year of the 14th Five-Year Plan and a key stage in building a model city for common prosperity—it stands as a compelling response to the demands of the times.
In 2025, Shaoxing’s level of high-quality manufacturing development rose to second place in Zhejiang Province. Behind its winning of the province’s highest manufacturing honor, the “Tiangong Ding” Gold Award, lies an evolutionary path—from efficiency tools, to systemic transformation, and ultimately toward ecosystem definition.
Forging Industrial Strength Through Efficiency Reshaping
As a transformative technology, the essence of intelligent manufacturing lies in its fundamental reshaping of traditional production methods.
Shaoxing’s advancement in intelligent manufacturing differs markedly from the early-stage concept of “machines replacing workers.” Today, intelligent transformation among local enterprises has penetrated the very “marrow” of industrial operations, turning data into the new lifeblood driving every process. This is not merely equipment upgrading, but a systemic reshaping centered on efficiency.
The intelligent warehousing system of Sleemon Furniture Co., Ltd. offers a vivid example. Confronted with the inefficiencies of labor-intensive traditional warehousing, Sleemon moved beyond partial automation by deeply integrating AI large models, the Internet of Things, and 5G technologies—pushing logistics toward a truly “intelligent living system.”
This system rebuilt the company’s “efficiency backbone”: operating costs dropped by 20%, inventory turnover increased by 20%, and defect rates fell by 30%. It also illuminated a “panoramic map” of the supply chain, making every step—from raw materials to finished products—fully traceable.
More than a technological upgrade, this transformation has equipped traditional manufacturing with “intelligent wings,” offering a replicable blueprint for industry-wide advancement.
Such strength-building transformations extend deeply into the R&D and production cores of many Shaoxing enterprises. At the Hangzhou Bay Embodied Intelligence Innovation Center in Shangyu District, a 3,000-square-meter training base replicates real production lines at a 1:1 scale. Multimodal sensing robots continuously collect massive volumes of industrial data, forming China’s first industrial real-machine dataset capable of millimeter-level motion reproduction—providing high-quality training data for AI development.
Meanwhile, Zhejiang Yuejian Intelligent Equipment Co., Ltd. has launched an AI-powered fabric inspection machine integrating Huawei algorithms. Trained on two million defect samples, it has reduced missed defect rates from over 30% to nearly zero. These breakthroughs represent the core technological support driving industrial capability upgrades.
Shaoxing’s commitment to intelligent manufacturing is also reflected in investment intensity. From January to October this year, manufacturing investment grew by 18.9%, exceeding fixed-asset investment growth by 16.1 percentage points. A total of 544 internally driven projects, each exceeding RMB 100 million, have surpassed annual investment targets, forming a solid foundation for the manufacturing sector.
Even amid nationwide industrial pressure, Shaoxing’s industrial added value above designated size grew by 9.9% year-on-year during the same period, ranking second in the province—a direct testament to its strengthened industrial “muscle and bone.”
Reconstructing Industrial Logic Through a Scenario Revolution
At a deeper level, Shaoxing’s intelligent manufacturing advancement centers on a fundamental question: how can data truly flow, and how can intelligence evolve from isolated breakthroughs into full value-chain integration?
Shaoxing’s answer is to focus on its most familiar and competitive industrial bases, using “vertical-domain intelligence”—industry-specific intelligent applications—as a spearhead to break through data silos and reconstruct industrial logic through concrete scenario-based transformations.
Artificial intelligence serves as the core variable in this revolution. Practitioners clearly recognize that while general-purpose large models are powerful, industrial success depends on vertical models deeply integrated with domain-specific knowledge.
As a national pilot city for SME digital transformation, Shaoxing has built a solid IT foundation. To date, the city has recognized 40 provincial-level industrial internet platforms, two national-level outstanding industrial internet applications, 104 provincial-level intelligent factories (digital workshops), and five future factories. It has also developed five “industry brains” for weaving and dyeing, chemicals, motors, bearings, and biopharmaceuticals.
Building on this foundation, Shaoxing launched citywide vertical-domain intelligence initiatives this year under the “One Zone, One Leading Industry” strategy.
In addition to releasing China’s first industrial vertical-domain model for industrial scenarios—“Shunzao GRP01”—and the textile industry’s first AI large model, “AI Fabric,” Zhuji’s sock industry, which accounts for one-third of the global market, has undergone a fundamental shift in design logic. Ada Interconnect Technology Co., Ltd., in collaboration with China Mobile Shaoxing, developed a vertical large model for the sock industry. Its world-first “AI Stitch Mapping Tool” has increased the efficiency from design to production by 30 times.
The value of vertical-domain intelligence lies in its deep reconstruction of industrial value creation, shifting production from experience-driven to algorithm-driven. In the pearl powder industry, Zhejiang Changsheng Bird Health Technology Co., Ltd. uses AI algorithms to achieve precise control and quality traceability across the entire production process, overcoming quality control challenges in large-scale manufacturing.
In digital printing, a joint laboratory between Peking University’s Wang Xuan Institute of Computer Technology and Zhejiang Haiyin Digital Technology Co., Ltd. is working to embed intelligent design capabilities directly into equipment—addressing the widespread weakness in design among traditional printing enterprises and serving as a demonstration project for intelligent transformation in the Binhai New Area.
In quality inspection, Zhejiang Zhongcai Pipeline Technology Co., Ltd. has redefined standards through AI vision. Its deep learning-based visual inspection system replaces manual checks, reducing quality inspection costs by 30% and saving 1.5 million kilowatt-hours of electricity annually.
This scenario-driven revolution—from point to line to surface—has generated powerful new growth engines. From January to October, the added value of core digital economy manufacturing industries grew by 9.8% year-on-year, with investment growth reaching 36.7%, ranking second in the province. In the first three quarters, the scale of Shaoxing’s AI core industry rose to fourth place in Zhejiang.
From weaving and dyeing to sock design, from pearl processing to chip manufacturing, vertical-domain intelligence—implemented through an “one industry, one model” approach—is systematically reshaping the underlying logic of Shaoxing’s competitive industries, injecting resilience and long-term momentum.
Seizing the Future Through Strategic Deployment
If the first two stages of Shaoxing’s intelligent manufacturing advancement focus on upgrading existing industries, the third stage represents a decisive move to secure future leadership.
In 2025, Shaoxing decisively positioned artificial intelligence as the core variable shaping its future trajectory. The goal extends beyond technological upgrades toward carving out a distinctive position in emerging industries, shifting from “application empowerment” to proactive “industry cultivation” and “ecosystem building.”
Last month, the Shaoxing Artificial Intelligence Industry Development Action Plan (2025–2027) was officially released. The plan sets a clear target: core AI industry revenue exceeding RMB 50 billion by 2027, supported by eight major initiatives including foundational capability breakthroughs and industrial cluster development. Its release marks the full-scale launch of Shaoxing’s systematic campaign in the AI arena.
Notably, the plan introduces an innovative development framework: “one city, one coordinated strategy; differentiated regions; distinctive local strengths.” Under this top-level design, districts and counties operate in coordinated alignment. Yuecheng District focuses on AI chips and intelligent software, strengthening computing power and algorithms. Keqiao District advances “AI + textile and dyeing,” embedding AI into the transformation of a trillion-yuan industrial cluster. Zhuji City pioneers unique paths in intelligent vision and AI-driven design.
This differentiated development—rooted in each area’s industrial DNA—has formed a diversified yet mutually reinforcing “group army” advantage across Shaoxing’s AI landscape.
Industry chain leaders play a pivotal role. By precisely matching industrial demand with technological supply, Shaoxing has fostered “leading geese” to guide the formation. At the “Ten Chains, Hundred Events, Ten Thousand Enterprises” AI matchmaking event held in late October, 12 demonstration projects were signed, each targeting critical industry pain points. Scenario-driven, demand-oriented projects ensure AI technologies are deployable, effective, and fast-yielding.
A new ecosystem is rapidly taking shape. Innovation platforms such as Shaoxin Laboratory, Huanjiang Laboratory, and the Zhejiang University Shaoxing Research Institute have become key AI R&D hubs, providing shared access to data, talent, and technology. In terms of services, the Binhai New Area’s innovative “Five Pre-Approvals” mechanism enables projects to begin construction immediately upon land acquisition.
The Dreame Technology Yangtze River Delta Industrial Base—planned with an annual capacity of one million robotic vacuum cleaners—has already attracted five upstream supporting projects in sensors, LiDAR, and AI chips, demonstrating the strong magnetic pull of industry leaders.
Guided by forward-looking strategy, bridged by scenario-based supply-demand alignment, and driven by leading enterprises, Shaoxing is forming a virtuous cycle of “application demonstration, industrial clustering, and ecosystem maturation.”
From adding AI to traditional industries to cultivating globally competitive “AI-native” sectors, Shaoxing’s ambition is no longer limited to being an AI adopter. It is positioning itself as an active architect of the future intelligent industry ecosystem—marking not only another revolution in manufacturing, but a proactive redefinition of the city’s industrial DNA for the future.
