On the morning of November 4, the city held the “4151” Advanced Manufacturing Strong City Construction and Manufacturing Project Investment Promotion Conference. Shi Huifang, Party Secretary of Shaoxing, emphasized the importance of thoroughly studying and implementing the spirit of the 20th CPC Central Committee’s Third Plenary Session and Xi Jinping’s important speeches on new industrialization. The city must fully implement the decisions and deployments of the provincial and municipal governments, accelerate the construction of an advanced manufacturing city with high-quality projects, industries, and efficient innovation, and strive to create a model for new industrialization at the municipal level. The meeting was hosted by Wu Dengfen, the Deputy Party Secretary and Acting Mayor of Shaoxing, with participation from Wang Qinying, Xu Jun, Shao Quanmao, Ma Guocan, Lu Xiaguang, Lü Bing, and Yan Gang.
Shi Huifang fully acknowledged the phased achievements of the advanced manufacturing city construction, while analyzing existing issues and challenges. She noted that the 20th CPC Central Committee’s Third Plenary Session had proposed overall requirements to “accelerate new industrialization and cultivate and expand advanced manufacturing clusters.” The provincial and municipal plenary meetings had made specific deployments in line with these objectives. All levels and departments must implement the central, provincial, and municipal decisions to optimize the development system of advanced manufacturing and new productivity, boosting confidence and stabilizing expectations. Through addressing weaknesses and strengthening strengths, they should stimulate potential and accumulate momentum, driving the accelerated construction of a strong manufacturing city to new heights.
Shi Huifang emphasized the need for a focus on practical results, actively responding to opportunities, and solidly building a manufacturing base to lead the way in the modernization drive. She outlined several key principles:
Project Focus: Focus on seizing new opportunities, increasing efficiency through optimizing existing resources, and driving development with effective investments.
Industry Foundation: Promote the establishment of systems, strengthen clusters, extend industry chains, and optimize platforms to continuously refresh and expand industrial strength.
Integration: Address core gaps in the digital economy, accelerate industrial internet applications, and promote the digital transformation of SMEs with the help of digital empowerment to stimulate intelligent manufacturing.
Innovation First: Enhance platform leadership, talent support, achievement transformation, and financial supply to boost scientific innovation capacity through “four-chain integration.”
Enterprise Focus: Continue deepening the “Growing Stronger and Taller” action plan, advance the “Loving Enterprises” initiative, and conduct bi-monthly service actions to release market potential through precise services.
Wu Dengfen stressed the importance of increasing the city’s commitment to building a strong advanced manufacturing city, continuing to promote the “4151” plan, expanding platform capacity, enhancing enterprise competitiveness, and actively creating modern industrial clusters that forge unique regional economic advantages. He emphasized the need to focus on key projects, viewing the advancement of large and quality projects as an effective breakthrough. The city should further attract investment, resolve issues, and strengthen element guarantees, creating a strong atmosphere for large projects and intensive project implementation.
He also highlighted the importance of leveraging policies to help businesses reduce costs and increase efficiency, guiding companies to seize policy opportunities, increase capital investment, and accelerate digital transformation to help businesses grow and industries thrive.
The conference also outlined plans for 2025 manufacturing project investments and the national pilot work for the digital transformation of SMEs. Representatives from Keqiao District, the Municipal Economic and Information Bureau, Shangyu Cao’ejiang Economic Development Zone, Quansheng Precision Group Co., Ltd., and Zhejiang Anglikang Pharmaceutical Co., Ltd. shared their insights and progress.

施惠芳充分肯定先进制造业强市建设取得的阶段性成绩，深入分析存在的问题短板。他指出，党的二十届三中全会对“加快推进新型工业化，培育壮大先进制造业集群”提出总体要求，省委、市委全会分别作出细化部署。各级各部门要一体落实中央、省委和市委关于优化先进制造业和新质生产力发展体系的决策部署，强信心稳预期，在锻长补短中激发潜能、蓄积动能，推动先进制造业强市建设跑出加速度、再上新台阶。
施惠芳强调，要强实干重实效，在培优育新中顺势而为、乘势而上，全面夯实谱写新时代胆剑篇、勇闯现代化新路子的制造业根基。要坚持项目为王，抢先机育新机，放存量挖潜量，强配合优配置，以有效投资增强发展动力。坚持产业为基，统筹推进建体系、强集群、延链条、优平台，以迭代焕新壮大链群实力。坚持融合为要，补齐数字经济核心产业短板，加快工业互联网规模化应用，推进中小企业数字化转型试点，以数字赋能激发智造活力。坚持创新为先，进一步强化平台引领、人才支撑、成果转化、金融供给，以“四链融合”提升科创能力。坚持企业为重，持续深化“长高长壮”行动，纵深推进“爱企”系列行动，深入开展双月服务行动，以精准服务释放市场潜力。要强机制抓落实，做到统筹谋、大胆闯、合力干，在凝心聚力中闯出新路、干出新局。
吴登芬强调，要提高站位，把建设先进制造业强市建设作为发展主抓手，接续推进“4151”计划，拓展平台承载力，增强企业竞争力，积极打造现代产业集群、锻造区域经济不可复制优势。要扭住关键，把谋划推进大项目、好项目作为有效突破口，坚持“以项目看发展论英雄”，加大招引挖潜、问题协调和要素保障等力度，兴起大抓项目、抓大项目浓厚氛围。要用好政策，把助推企业降本增效作为服务落脚点，指导帮助企业抢抓政策风口，推进增资扩产，加快数改智转，致力以良好服务助推“企业强”、“产业兴”。
