On the morning of November 15, the Municipal Committee held a special democratic supervision consultation meeting to gather opinions and suggestions from leaders of various democratic parties, the Federation of Industry and Commerce, and non-partisan representatives on promoting the development of the digital economy. The Municipal Party Secretary, Shi Huifang, attended the meeting and delivered a speech. City leaders including Ye Weihong, Ma Guocan, Hua Xiaoyang, Chen Dehong, Ling Fang, Zhang Xianjiang, and Xu Yong also participated.
At the meeting, representatives from the China Democratic League, the Democratic Progressive Party, the China National Democratic Construction Association, the Democratic Construction Association, the Chinese Peasants and Workers Democratic Party, the Jiusan Society, the Federation of Industry and Commerce, the Intellectuals’ Association, the Internet Association, and the New Alliance Association spoke one after another. They offered suggestions on developing digital industries, enhancing digital technologies, activating the value of data, improving infrastructure, strengthening platform economies, and promoting digital consumption, all tailored to Shaoxing’s realities. Shi Huifang listened attentively to the speeches and expressed gratitude for the representatives’ thorough research and precise, effective recommendations. She urged the relevant departments to carefully study and absorb these suggestions and transform them into actionable steps.
Shi Huifang pointed out that the digital economy has become the main track of regional competition and the primary engine of economic development. In recent years, the city has coordinated the development of industrial digitalization and digital industrialization, promoting the steady growth and improving the quality of the digital economy. However, there is still a gap compared to advanced cities. She stressed the need to thoroughly study and implement the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China, as well as General Secretary Xi Jinping’s important speeches during his inspection of Zhejiang and Shaoxing, and to fully implement the deployment of the provincial and municipal party committees. Maintaining a clear understanding and firm confidence in development, the city should intensify efforts to foster new growth engines for the digital economy and strive to seize the high ground for future development.
Shi Huifang emphasized the need to adhere to a cluster-oriented approach, seize the opportunity presented by the construction of the Cross-Strait (Shaoxing) Digital Industry Cooperation Zone, strengthen investment attraction, and focus on building integrated circuits, intelligent vision, and other industrial clusters. The city should also take a forward-looking approach in artificial intelligence, intelligent robotics, and other emerging fields, while making greater efforts to cultivate the software industry and accelerate industrial expansion. Innovation should be supported, and the “315” technological innovation system should be iterated and upgraded. The construction of a high-quality development experimental zone integrating education, technology, and talent should be expedited, with a focus on strengthening the team of innovative talents and enterprises, and promoting the full coverage of R&D institutions in large-scale industrial enterprises, speeding up the forging of competitive advantages.
Shi Huifang further highlighted the need to leverage pilot projects, continuously expand the comprehensive effect of the national pilot city for the digital transformation of small and medium-sized enterprises, and deepen the construction of the “Industrial Brain + Future Factory.” The city should continue to improve the industrial internet platform system and accelerate the integration of digital and real industries. Mechanisms should be guaranteed, with an increase in policy support for the digital economy, a strengthened setting of digital economy disciplines, and the continuation of the “Caring for Enterprises” series of actions. The city should enhance its capabilities in policy supply, talent supply, and service provision, and foster a favorable ecosystem for digital economy development.
Shi Huifang emphasized that developing the digital economy is a systematic project that requires the joint effort of the whole city. 施惠芳强调，要坚持以集群为导向，抢抓海峡两岸（绍兴）数字产业合作区建设机遇，强化招商引资，全力建强集成电路、智能视觉等产业集群，前瞻布局人工智能、智能机器人等新兴赛道，更大力度培育软件产业，在壮大产业规模上加速推进、加力突破。要坚持以创新为支撑，迭代升级“315”科技创新体系，提速建设教育科技人才“三位一体”高质量发展试验区，全面加强创新型人才队伍和创新型企业建设，推进规上工业企业研发机构全覆盖，在锻造竞争优势上加速推进、加力突破。要坚持以试点为牵引，不断放大国家中小企业数字化转型试点城市综合效应，纵深推进“产业大脑+未来工厂”建设，持续完善工业互联网平台体系，在深化数实融合上加速推进、加力突破。要坚持以机制为保障，加大数字经济政策支持力度，强化数字经济学科专业设置，深化“爱企”系列行动，不断提升政策供给、人才供给、服务供给能力，在营造良好生态上加速推进、加力突破。
