On December 11, the Economic Development Bureau of Shaoxing Binhai New Area announced that the Zhejiang Provincial Department of Marine Economy has released the first list of provincial-level platforms for marine industry quality and efficiency enhancement. The Marine Industry Quality and Efficiency Enhancement Platform of Shaoxing Binhai New Area has been successfully selected — the only one in the city to make the list.
Strategic Engine for Marine Development
These “quality and efficiency enhancement platforms” are strategic initiatives aimed at integrating provincial, municipal, and county-level policy resources to support the clustered development of the marine economy. They focus on key marine industries and future development directions, playing a vital role in leading industrial agglomeration, driving technological innovation, upgrading inefficient industries, and scaling up economic output.
Shaoxing Binhai New Area’s platform covers an area of 9.12 square kilometers and is divided into northern and southern zones. It is positioned as “one center, two highlands”: a nationally renowned R&D and manufacturing center for marine biopharmaceuticals, a provincial hub for transforming scientific and technological achievements in marine biomedicine, and a manufacturing highland for port-adjacent automotive equipment in the Hangzhou Bay area.
Focusing on marine biomedicine and port-adjacent automotive equipment, the platform aims to develop two major industrial clusters: one centered around the R&D and production of original marine drugs, medical devices, and supporting materials; and another focused on core components of new energy vehicles and power batteries. “By 2027, we aim to achieve remarkable progress in platform development,” said an official from the Economic Development Bureau. The platform will adhere to a development approach emphasizing high quality, competitiveness, and modernization, striving for excellence in standards, product technologies, and commercialization outcomes. It will build a synergistic ecosystem across industrial, innovation, talent, and capital chains to support the rise of marine biomedicine and port-based automotive manufacturing, contributing to Zhejiang’s goal of becoming a marine powerhouse.
Innovation-Driven Growth
So far, the platform hosts 55 key supporting projects, with total investment exceeding RMB 90 billion (approx. USD 12.7 billion). Over the past three years, 23 projects within the platform have been included in the provincial key projects database, including one dual-priority project. These efforts have effectively promoted infrastructure upgrades, industrial park development, R&D platform construction, and enterprise technological transformation.
Among these, the Zhiton Pharma synthetic biology industrialization project, with a total investment of RMB 2 billion, is one of Zhejiang’s key marine projects for 2024. Once operational, it will produce approximately 10,000 tons of biosynthetic veterinary drugs annually — the first industrialization project of synthetic biology-based animal health products in China.
To accelerate industrial clustering, the platform is guided by the principle of “introducing a major project, forming a major industry, and building a high-end cluster.” It is establishing expert panels and project databases to attract leading enterprises in key marine and automotive equipment sectors. It also focuses on building complete, robust supply chains and initiating impactful flagship projects with strong ripple effects.
Technological innovation is another key pillar. The platform area currently hosts 7 provincial research institutes, 22 provincial-level and higher marine science and technology carriers, 4 national-level R&D projects, and 2 provincial-level science projects. It plans to build an Ocean Pharmaceutical Technology Innovation Center, a Marine Biomedicine Incubation Base, and innovation service hubs for sodium-ion batteries and other new energy industries.
Shaoxing Binhai New Area is also leveraging mother funds and industrial investment funds to support innovative SMEs and pre-IPO enterprises. In the marine biomedicine sector, a RMB 10 billion (approx. USD 1.4 billion) parent fund has been established, working with major industry investors such as ShangPharma, Fenghua Capital, and PH Capital, leading to more than 10 direct-investment projects and sub-funds, mobilizing over RMB 7 billion in private capital.
In the automotive equipment manufacturing sector, a new RMB 10 billion fund has been set up for 2024 to support SMEs and emerging players in sodium-ion battery materials, battery cells, and NEV equipment manufacturing.
“We will focus on clustering and upgrading marine-featured industries, optimizing the spatial layout of the marine economy, and striving to build this platform into a flagship carrier of Zhejiang and Shaoxing’s major marine development strategy,” said an official from the Administrative Committee of Binhai New Area.
12月11日，绍兴滨海新区经济发展局消息，浙江省海洋经济厅公布了第一批全省海洋产业提质增效倍增平台培育名单，绍兴滨海新区海洋产业提质增效倍增平台成功入选，为全市唯一入选的平台。
重要引擎，向海发力
提质增效倍增平台是指围绕我省海洋产业特色和未来发展方向，系统集成省市县海洋领域政策资源，提供海洋产业集聚发展要素支撑，具备主导产业集聚、科技创新引领、低效产业更新、规模效益增长等功能特征的战略性平台，是带动海洋产业倍增升级，推动全省海洋经济发展的重要引擎。绍兴滨海新区海洋产业提质增效倍增平台规划面积9.12平方公里，分为南、北两个片区，总体定位为“一中心两高地”，即建设全国知名海洋生物医药产业研发制造中心、全省海洋生物医药科创成果转化高地、杭州湾临港汽车装备制造高地。在实际发展中，平台将围绕海洋生物医药和临港汽车装备制造领域，初步形成以海洋原研药研发制造、医疗器械及辅材为主体的海洋生物医药产业集群和以新能源电动车关键零部件、动力电池为主的临港汽车装备制造产业集群。“力争到2027年，平台培育建设取得显著成效。”滨海新区经济发展局相关负责人表示，平台将突出“高质量、竞争力、现代化”的发展思路，以标准规范一流、产品技术一流、成果转化一流为导向，推动产业链、创新链、人才链、资金链协同联动，构建海洋生物医药产业、临港汽车装备制造生态体系，助力浙江海洋强省建设。
创新驱动，赋能发展
截至目前，滨海新区海洋产业提质增效倍增平台已有重点支撑项目55个，总投资超900亿元。同时，近3年来，平台范围内共有23个项目被纳入省级重大项目库，其中“两重”项目1个，有效促进基础设施建设、产业园区升级、科研平台搭建和企业技术改造等推进工作。知行药业合成生物学产业化项目总投资20亿元，是2024年省海洋项目之一。该项目投产后将生产生物合成类兽药产品，年产约10000吨，将成为国内首个合成生物学动物保健类产品产业化项目。在产业集聚发展方面，平台将以“引进一个大项目、形成一个大产业、打造一个高端产业集群”为目标导向，建立产业链专家库和项目库，重点招引产业链头部企业项目，围绕重点产业方向建链、补链、强链需求，谋划一批辐射带动效果好的标志性、引领性、支撑性重大产业项目。科技创新引领是平台建设的另一大重点。目前，平台范围内拥有7家省级科研院所、22个省级以上涉海科研载体、4个国家级科研项目、2个省级科研项目。在成果孵化转化方面，平台计划设立海洋药物技术创新中心、海洋生物医药创新创业孵化基地、打造钠离子电池及新能源产业等产业创新服务综合体，推动创新驱动发展。滨海新区还将充分发挥母基金和产业基金作用，对平台内的创新型企业、中小微企业和待上市企业予以重点支持。在海洋生物医药产业方面，已设立了100亿元的生物医药母基金，对接上药基金、沨华资本、普华资本等国内知名医药产业投资机构，形成10多个直投项目及子基金群，撬动社会资本70多亿元。在临港汽车装备制造产业方面，2024年新设立的100亿元新动能产业基金将用于扶持钠电材料、电芯及新能源汽车装备制造产业中小微企业和待上市企业发展。“我们将以海洋特色产业集聚发展倍增与转型升级为主线，全面优化区域海洋经济空间布局，努力把绍兴滨海新区海洋产业提质增效倍增平台建设成为承载省市重大海洋发展战略的标志性平台。”滨海新区管委会相关负责人表示。
