On November 23, the first China (Shaoxing) Low-Altitude Economy Exhibition opened in Yuecheng District, Shaoxing, lasting for three days. The event, the largest, highest-standard, most diverse, and most innovative low-altitude economy exhibition in recent years, highlights the district’s relentless efforts to promote the low-altitude economy, particularly in Yuecheng.

“Lack of resource factors is the biggest bottleneck to Yuecheng’s development. Looking to the skies for space is the ‘only option,’ and flying towards the sky is the necessary path for development,” said a representative from Shaoxing Yuecheng. This year, the municipal government has fully planned and laid out the development of the low-altitude economy industry, providing guidance on goals, tasks, and directions. Yuecheng has implemented these decisions, positioning the low-altitude economy as a key industry to be cultivated, alongside integrated circuits.

Early efforts in Yuecheng focused on extensive research across various areas such as market dynamics, airspace, policies, technology, and safety. The district aims to build itself into the provincial pioneer in low-altitude economy development, with a focus on four major fields: “platforms, industries, scenarios, and services.”

“Yuecheng has actively aligned with national major strategies, seized opportunities, targeted key sectors, and acted swiftly. It was the first district to engage in low-altitude economic cooperation with us,” said a representative from the China Air Transport Association. As the largest industry association in civil aviation, the China Air Transport Association has strengthened cooperation with Yuecheng in building communication platforms and training professionals, injecting strong momentum into the district’s low-altitude economy development.

In just seven months, Yuecheng has set numerous precedents in the low-altitude economy field, including the establishment of the first district-level airspace integration management platform in the province, the completion of a province-wide drone hangar layout, and the approval of the first regular urban low-altitude logistics route in the province. Notably, Yuecheng secured six high-value platforms, including the Airspace Integration Management Research Center, Regional Low-Altitude Airspace Collaborative Management Pilot Zone, and UAV Information Collection Laboratory. These platforms are authoritative and unique. For example, the low-altitude flight training and exhibition center in cooperation with the China Air Transport Association, and the UAV lifecycle service center in collaboration with the China Academy of Aerospace Aerodynamics, will not have other branches in the province.

Focusing on “flying high,” “seeing clearly,” and “controlling effectively,” Yuecheng has worked with authoritative institutions like the Civil Aviation University of China to develop high-standard plans for low-altitude air routes, infrastructure, and flight services. This makes Yuecheng the first in the country to build the three interconnected networks for air routes, infrastructure, and flight services. “Stepping into the low-altitude economy is a mission, a trend, a reform, and the people’s expectation,” said a Yuecheng official.

Application scenarios are the terminal of the low-altitude economy, the key carrier for technology and products to move from the lab to the market. Yuecheng has focused on business-led ecology, enhancing end-driven development to integrate upstream and downstream sectors through various scenarios.

Seizing the low-altitude market, Yuecheng has prioritized “scenes”—in the manned flight sector, a key move was the launch of the first regular low-altitude manned flight route in the province. “A helicopter departs from Shanghai and arrives at Jianshui Science and Technology City in about 45 minutes. The route will gradually expand to the Yangtze River Delta,” said a representative from Yuecheng’s Transport Bureau. At the Zhuhai Airshow earlier this year, Yuecheng also introduced the first manned airship in the country.

In the “low-altitude + governance” sector, Yuecheng will establish the province’s first integrated 110, 119, and 120 air service center, expected to be operational before the Spring Festival.

For “low-altitude + logistics,” Yuecheng will further extend and add routes to the four already established this year, ensuring that space is reserved in future community construction to create a three-dimensional logistics network that covers the “last mile.”

In terms of “low-altitude + tourism,” Yuecheng will leverage airships, hot-air balloons, and gliders to connect the district’s rich cultural tourism resources, creating innovative tourism experiences. A noteworthy project is the establishment of scenic low-altitude flight routes along the Eastern Zhejiang Canal, offering low-altitude tours to popular destinations like Shaoxing Old Town, Eastern Zhejiang Canal, Kuaiji Mountain Resort, and Yellow Wine Town, complementing existing water-based tours.

Additionally, a 20,000-square-meter UAV 4S Delivery Center is being built in Jianshui Science and Technology City, offering UAV exhibition, sales, maintenance, delivery, and training services.

Yuecheng will plan five major air routes, ten central routes, and 50 branch routes based on operational needs and takeoff/landing sites, considering factors such as terrain and population density. The district will also construct five large takeoff/landing sites, ten medium-sized ones, and 200 micro-sized ones, ensuring 50% completion by 2025.

“The implementation of the plan is what truly counts. Achieving the goals relies on capable people,” said a Yuecheng Transport Bureau official. Behind the development of the low-altitude economy in Yuecheng are a group of “capable, efficient, and successful” officials. “The Shaoxing Low-Altitude Economy Comprehensive Service Center was completed in just 56 days, and the technical breakthroughs were made in 42 days!” said Ms. Zhang, an entrepreneur from Shenzhen, reflecting on her visit.

Building a leading low-altitude economy district is a systematic project. “The most urgent task now is to actively promote the creation of industrial clusters and supply chains, attracting major industrial projects with significant connections, strong driving forces, and clear outward orientation,” said a Yuecheng official.

Building clusters means creating an industrial “ecosystem.” “Focusing on the integration of low-altitude industries, we are developing three major industrial parks: the Yaowanjiang Low-Altitude Service Industry Park, the Low-Altitude Innovation Industry Park, and the Low-Altitude Supporting Manufacturing Industry Park,” said a Yuecheng Transport Bureau representative. By 2035, these three parks will generate an output value of over 100 billion yuan, creating another 100-billion-yuan industrial cluster.

Strengthening chains means reinforcing the industrial chain. “Focusing on the three areas of ‘aircraft + components + systems,’ we will aggressively attract industry leaders, key enterprises, and specialized businesses to form a nationwide influential industrial system,” said a representative from Yuecheng’s Investment Promotion Service Center. Yuecheng has clear goals for investment: attracting five aircraft manufacturers, 20 component companies, and 20 system enterprises.

Yuecheng already hosts leading companies such as Yidian Aviation, Xinlian Integration, Changdian Technology, Huahangxin, Yitonghuasheng, and Anbang Protection. Recently, Yuecheng signed cooperation agreements with companies like Zongheng Co., Ltd., Beidou Fuxi, and Zhejiang Iridium Storage, expanding the low-altitude economy’s industrial chain. Zongheng Co., Ltd., a leading national industrial UAV company, is one of the major new projects attracted to the district.

At the opening ceremony of the first China (Shaoxing) Low-Altitude Economy Exhibition, several key projects were signed. “Signing is just the beginning of service. The next step is to ensure that these projects are quickly implemented, constructed, and put into production,” said a Yuecheng official.

Building clusters, strengthening chains, and expanding extensions are key priorities for Yuecheng’s low-altitude economy development. “The UAV talent gap in China is as high as 1 million people. There are over 1.8 million registered UAVs nationwide, but only about 200,000 licensed UAV operators,” said a Yuecheng representative. “The UAV training market is a huge space for development and one of the key areas for us to focus on in the low-altitude economy.” Currently, the Shaoxing Low-Altitude Economy Comprehensive Service Center has opened training and consultation windows, and companies in Jianshui Science and Technology City are also applying for training qualifications.
