On October 24, Shaoxing announced its economic performance for the first three quarters of 2024: the city’s Gross Domestic Product (GDP) reached 589.1 billion yuan, a year-on-year increase of 6.8% at constant prices, ranking first in the province. In the first quarter and first half of this year, Shaoxing’s GDP growth rates were 7.8% and 7.0%, respectively, maintaining its leading position in Zhejiang.
While the results are promising, there is no time for complacency. On October 29, the city convened a key meeting to advance the implementation of the “Eight-Eight Strategy,” focusing on innovation, deepening reforms, tackling challenges, and promoting opening-up and upgrading. Shaoxing’s Party Secretary, Shi Huifang, emphasized the need for determined efforts to secure a comprehensive victory and contribute even more to the national and provincial agenda.
This critical meeting sounded the horn for the final push: a decisive fourth quarter and a strong finish to the year. Several key themes from the meeting stood out.
1. Firm Confidence
The performance in the first three quarters clearly validates Shaoxing’s stable economic operation and positive development momentum.
The industrial sector is the “ballast stone” of Shaoxing’s economy. Supported by a series of policy measures, Shaoxing’s industrial economy has maintained steady growth, laying a strong foundation for further stability. In the first three quarters, the city’s industrial added value above a designated size grew by 10.6% year-on-year.
Given the current global economic slowdown, insufficient domestic demand, and mounting business pressures, the industrial sector’s growth momentum is hard-won. A significant contributor to this growth is Shaoxing’s private enterprises. In the first three quarters, Shaoxing’s private sector exported 293.2 billion yuan, up 3.5%, accounting for 92.2% of the total import and export volume. Among industrial enterprises above a designated size, the added value of private enterprises increased by 10.5%, contributing 88% to the growth. This growth is backed by the continuously optimized business environment in Shaoxing, which reflects the city’s strong economic foundations and provides valuable confidence.
From an external perspective, the empowering effects of national policies are beginning to show. Policies supporting the “Two Major and Two New” construction, including additional issuance of national bonds, long-term special bonds, government bonds, and central budget investment, are being gradually released in the second half of the year, greatly boosting investment, consumption, and efficiency. At the same time, the real estate and financial markets are also showing positive signs of recovery.
2. Steady Determination
The fourth quarter is typically the peak season for production and consumption, as well as the final sprint period for economic work. The speed of economic growth in the fourth quarter is crucial for achieving the annual economic goals.
Shi Huifang pointed out that the closer the year-end comes, the more steadfast one must be. Shaoxing must adhere to unity between goals and methods, strengths and weaknesses, long-term strategies and short-term actions, as well as development and security. With precise and powerful measures, the city aims to make breakthroughs in key areas and achieve high-quality completion of the year’s economic and social development objectives.
Since October, Shaoxing’s top leaders have been visiting local areas for research, deploying key economic actions such as “enhancing quality and efficiency,” “advancing industrial integration with higher efficiency,” and “strengthening project development” in order to ensure economic growth.
Results are achieved through hard work. For example, major project construction plays a crucial role in expanding effective investment, and Shaoxing leads the province in terms of both the commencement rate and investment completion rate for major projects. This year, 92 projects in Shaoxing were included in the province’s first batch of “Thousand Projects and Trillion Investment” initiatives. As of the end of September, the investment completion rate for these projects was 98.2%, with 37 new projects having a 100% start rate, ranking at the top in the province. In the provincial investment “horse-race” assessment in the first quarter, Shaoxing once again received the “Investment Horse-Race” incentive, making it the city with the most such recognitions in the province, a total of 10 times.
By maintaining focus and putting in effort, Shaoxing can seize the initiative in economic development, pushing for sustained economic recovery.
3. Taking On the Heavy Responsibility

工业是绍兴经济的“压舱石。今年以来，在支持政策不断叠加、政策效应持续积累的背景下，绍兴工业经济平稳增长，“稳”的基础持续夯实。前三季度，绍兴规模以上工业增加值同比增长10.6%。
当前全球经济增长动能偏弱、国内有效需求释放不足、企业经营压力较大，绍兴工业这波向上的势头显然来之不易，其中民营企业的贡献十分亮眼。前三季度绍兴民营企业进出口2932亿元，同比增长3.5%，占进出口总额的92.2%；规模以上工业中，民营企业增加值增长10.5%，贡献率为88.0%。而在绍兴企业齐头并进一路攀升的背后，是绍兴不断优化的营商环境。由此可以看出，绍兴经济发展实体支撑力强劲，底盘扎实，这些都是信心的宝贵源泉。

施惠芳指出，越是接近收官，越要保持定力。要坚持目标和路径统一、锻长和补短统一、远谋和近干统一、发展和安全统一，以精准有力的举措强攻关键领域，高质量完成全年经济社会发展目标任务。
10月以来，绍兴市委市政府主要领导频频到基层调研，密集部署“聚力提质提效”“更高效率推进产业融合”“集中力量强化项目攻坚”等经济增长的关键环节。
成绩都是拼出来的。以重大项目建设为例，重大项目建设是扩大有效投资的重要抓手，绍兴在重大项目开工率、投资完成率上，均居全省第一方阵。
今年，绍兴共有92个项目列入省第一批“千项万亿”工程。截至9月底，项目投资完成率98.2%，37个新建项目开工率100%，跑在全省前列。在今年一季度全省投资“赛马”考核中，绍兴再度获得全省投资“赛马”激励，成为累计10次获省政府投资“赛马”激励的地市，为全省最多。
保持定力，拼字当头，绍兴就能赢得经济发展的主动权，推动经济持续回升。
三是，勇挑大梁。
绍兴“创改开”工作例会掷地有声，坚定不移完成全年目标任务，坚决扛起经济大市勇挑大梁的使命担当。
