Our Story

ZISTIC was officially launched in January 2019, as the brainchild of Ms Joan Lin and her friends, who sought to improve the way in which foreigners and overseas Chinese interact with China, after realizing that a lot of opportunities went untaken by overseas specialists and talented people simply because the organizations in China could not reach out to them effectively. Conversely, Ms Lin and her friends also realized that a lot of foreigners, overseas Chinese and foreign companies looking for opportunities in China simply scratched the surface and failed to dig deeper to reach for precisely what they wanted.

Joan Lin is a native of Zhejiang Province, born in Shaoxing, near Hangzhou City, the capital of Zhejiang Province. Ms Lin worked for 12 years (2007-2018) for the Zhejiang Foreign Experts Affairs Bureau, headquartered in Hangzhou City, and it was at the Zhejiang Foreign Experts Affairs Bureau that she interacted with foreigners and overseas Chinese and got to understand the challenges they face when seeking-for or trying to develop opportunities in China. She realized that she could do more to help if formed a non-profit organization where she would have greater freedom to operate. In true Shaoxing “can-do” spirit, she began to prepare for her departure from the comfortable job she held in government to take-up this challenge and opportunity.

In 2018, Joan and her friends secured funding from a local government in Hangzhou and with a team of five friends on full-time employment, started ZISTIC, launching officially in 2019. Today ZISTIC has grown to a team 15 people and has this year (2022) opened-up a wholly-owned subsidiary, the Zhejiang Sino-Korea Sci-Tech Innovation Center (ZSKSTIC). Although challenges come-up in today’s environment mainly due to the COVID pandemic, overall ZISTIC and ZSKSTIC are performing well, much better than Ms Lin has expected.

Our Team

Ms Joan Lin

Managing Director and Co-Founder

Ms Joan Lin holds a BA degree in English from China Renmin University and has been working in the Technology and Human Resources industry for 12 years, first working for the Provincial Government of Zhejiang’s Foreign Experts Bureau, and then going-on to start ZISTIC.

Mr Frank Shan

Head of International Relations & Stakeholders Team

Mr Frank Shan graduated from Zhejiang Gongshang University with a Bachelor of Arts Degree, majoring in languages. He is fluent in Chinese and English. He has previously worked for Zhejiang Foreign Service Co Ltd as a Tour Consultant and for Xiao Zhan Education Co Ltd as an English Language Trainer.

At ZISTIC Mr Frank Shan is the head of the International Relations & Stakeholders Team. Some of the responsibilities of his team are as follows:

  • Maintenance of existing relationships and partnerships with foreign companies and Research Institutions
  • Creation of new relationships and partnerships with foreign companies and Research Institutions
  • Matching Foreign Experts to Chinese Companies and Research Institutions

 

Ms Lecky Chen

Head of Domestic Relations & Stakeholders Team

Ms Lecky Chen graduated from Zhejiang Gongshang University with a Bachelor of Arts Degree, majoring in languages. She is fluent in Chinese, Japanese and English.
Prior to joining ZISTIC, Ms Lecky Chen has worked for various companies including the Overseas Trade Department (Japanese) of the Zhejiang Construction Investment Group Co. Ltd where her roles included receiving Japanese architectural experts and arranging welcoming activities in China, assisting the head of Overseas Trade Department with various administrative tasks such as placement of overseas orders, customs declaration, contracts and translation of documents.

Ms Lecky Chen has also worked as an administrative staff member for the Zhejiang Provincial Department of Human Resources and Social Security at their labor ability appraisal center (Zhejiang Labor Ability Appraisal Center).

At ZISTIC Ms Lecky Chen is the head of the Domestic Relations & Stakeholders Team (Domestic Science and Technology Services). Some of the responsibilities of her team are as follows:

  • Maintenance of existing relationships and partnerships with Chinese companies and Research Institutions
  • Creation of new relationships and partnerships with Chinese companies and Research Institutions
  • Research and analysis of Provincial and National Talent Policy
  • Matching Foreign Experts to Chinese Companies and Research Institutions
  • Handling Work Permit applications for Foreign Experts, Company Registration, Opening Bank Accounts etc

Prof Song Yunming (China and USA)

First Domestic Advisor

Prof Song Yunming holds a Ph.D. in Communication and Electronic Systems from Shanghai Jiaotong University and a master of Electromagnetic Field and Microwave Technology from the Department of Electronic Engineering, Tsinghua University. He was a postdoctoral fellow at Siemens AG Research Center in Munich, Germany, and a Senior Visiting Scholar of the National Institute of Standards and Technology (NIST). He has been the network system architect of the Financial Industry Regulatory Authority (FINRA: Financial Industry Regulatory Authority). Prof Song Yunming has over 20 years of experience in systems security, systems networking, voice communications, enterprise systems, and professional services. He is also the vice president of the Washington International Chamber of Commerce, and was the President of the Tsinghua University Alumni Association in Washington, the Secretary of the Mainland China University Alumni Association in Washington, and the Vice President of the North American International Exchange Center.

Dr Zhang Hailong (China and Australia)

Second Domestic Advisor

Dr Zhang Hailong worked at Monash University (58th in the QS World Rankings) from 2004 to 2011 as a Research Fellow and Research Director in the Department of Chemical Engineering, the Centre for Green Chemistry in the Department of Chemistry, and the Department of Pharmacy and Pharmaceutical Sciences. He then worked as Chief Scientist at Business Biotechnology Consultants and Zhejiang Jincheng Environmental Technology Engineering Co., Ltd. He has participated in 5 major international projects funded by top 500 companies such as Monash University in Australia and the European Framework Program-6 (FP-6) cooperation project.

Dr Guenter Grau (Germany)

Guenter Grau holds a PhD in Electronic Engineering (Microelectronics Research and Design) and is currently the Managing Director of ADVICO https://www.advico.de/.

Prof Sergey V Ablameyko (Belarus)

Second International Advisor

Sergey Ablameyko (born in 1956, DipMath in 1978, PhD in 1984, DSc in 1990, Prof in 1992). He was a General Director of the United Institute of Informatics Problems of the National Academy of Sciences of Belarus (2002-2008), Rector (President) of the Belarusian State University (2008-2017) and now he is a Professor of BSU.

He has more than 650 publications including 25 authored/co-authored books (one published by Springer (UK), one – by SPIE (USA), one by Exit (Poland) and 25 edited books (two published by IOS Press in NATO Science Series). In his academic career he was a visiting scientist in Italy, Japan, Sweden, Finland, England, Germany, UK, Greece, Spain, Australia, New Zealand, China. He was a chair/co-chair, member of Program Committees of numerous (more than 100) International conferences held worldwide.

He is in Editorial Board of Pattern Recognition and Image Analysis, Non-linear Phenomena in Complex Systems and many other international journals. His scientific interests are: image analysis, pattern recognition, digital geometry, graphics recognition, knowledge-based systems, geographical information systems, medical imaging.

He is IEE Fellow (UK) (1995), IEEE Senior Member (USA) (1995), Academician of International Academy of Information Processes and Technologies (1995), Academician of Belarusian Academy of Engineering (1995), Fellow of International Association for Pattern Recognition (1998), Academician of the National Academy of Sciences of Belarus (2009), Academician of Spanish Royal Academy of Doctors (2009), Academician of European Academy of Economy and Enterprise Management (2010), Academician of Academia Europaea (2011), Honorary professor of Grodno State University, Belarus (2012), Academician of Russian Space Academy (2012), Honorary professor of Dalian University of Technology, China (2013), Honorary professor of Moscow State University, Russia (2014), Honorary professor of Binh Duong University, Vietnam (2014), Academician of Russian Academy of Natural Sciences (2015), Academician of Spanish Royal Academy of Economics and Finance (2016), Honorary professor of Belgrade Alfa BK University, Serbia (2016). He is a Vice-President of Asia-Pacific Artificial Intelligence Association (China, from 2021).

For his activity he was awarded by State Prize of Belarus (highest national scientific award), Friendship Award of Russian Federation (2009), Friendship Award of Zhejiang Province of China (2018) and many other national and international awards.

Dr Alexander Zawaira (South Africa, Zimbabwe and China)

Third International Advisor

Alexander Zawaira holds a PhD in Protein Biochemistry from Oxford University UK (graduated 2006) and he is also the author of a mathematics book called “A Primer for Mathematics Competitions” published by Oxford University Press in 2008.

Alexander is also an entrepreneur in the Biotech space and is a co-Founder and Chief Scientific Officer of a Biotech company in South Africa called Applied Protein Biotechnologies (APBio, www.apbio.co.za).

Alexander assists ZISTIC in the identification of talented scientists from abroad to meet requests issued by companies in China.

Mr Herve de Treglode (France)

Fourth International Advisor

Mr Herve de Treglode is an engineer by profession and is a former Senior Civil Servant in the General Inspectorate for the Environment and Sustainable Development, an inspectorate that falls under the French Ministry of Ecological Transition. He is also a former Director of France’s SNCF (Societe Nationale des Chemins de fer Francais), France’s national state-owned railway company www.sncf.com/en). He is also a former adviser to the French Minister of Agriculture.
