In the first quarter of this year, Shangyu District, Shaoxing City, Zhejiang Province, attracted 36 new projects with investments of over RMB 100 million in its key industries, with 91.7% of the projects that had been signed and approved already commencing construction. Businesses are increasingly choosing Shangyu and expanding their operations there, demonstrating the continued improvement of the local business environment and reflecting the ongoing enhancement of the work style of government officials.
Recently, the Organization Department of the Shangyu District Committee of the Communist Party of China issued eight measures to support the optimization of the business environment through organizational work. Focusing on strengthening capacity building, deepening the development of work ethics, and encouraging officials to take responsibility and act proactively, the measures introduce a series of practical and effective initiatives, providing organizational support for improving the business environment.
Shangyu is advancing professional capacity training for government officials, organizing specialized training programs on optimizing and improving the business environment, fostering modern industries and new forms of trade, and other key areas. Department heads and entrepreneurs are invited to jointly deliver lectures on modern industries, strengthening officials’ understanding and application of new technologies, new forms of business, and new business models. The district is also optimizing its “Challenge and Lead” model for key initiatives, focusing on areas such as project planning, industrial development, and investment promotion, and implementing the “Yuqing · Tempering” training program for economic professionals to enhance officials’ capabilities in economic affairs.
Relying on platforms such as the direct government-enterprise service channel, government-enterprise roundtable meetings, Enterprise Service Days, and enterprise service centers, Shangyu regularly carries out concentrated initiatives to “inspect projects, visit companies, and resolve problems,” ensuring that requests are properly addressed without being left unattended or delayed. In response to the needs of key companies and major projects, the district dynamically optimizes the allocation of resident enterprise service officers and expert teams, proactively engaging with companies to identify their needs, ease their difficulties, and resolve practical problems. The district also conducts supervision and inspections of the business environment, strictly investigating misconduct in services involving companies, such as soliciting or accepting improper benefits and shirking responsibilities.
Shangyu assesses and identifies officials through their performance on the front lines of investment promotion, talent recruitment, government services, and project development, incorporates business environment evaluations into key components of its high-quality development assessment, and conducts quarterly performance competitions to compare results. Timely rewards are given to groups and individuals who perform outstandingly in efforts to improve the business environment and other areas. Through coordinated efforts involving disciplinary inspection and supervision, inspections, and auditing, the district is exploring stronger in-depth analysis of key economic and social development indicators to prevent and rectify practices that undermine the business environment, such as new officials refusing to address issues left by their predecessors, thereby using assessments to drive progress and action.
